cess functioned and didn’t
function. We’ve gotten
more organized since Ka-
trina. We’re planning bet-
ter. We’re working with
the feds better. There’s
just much more interrela-
tionship.”
Hill said one of the
judge advocates he super-
vises is assigned speci¿ -
cally to domestic opera-
tions, while others work
more closely with the
brigade operationally for
combat operations.
In 2006, Hill was de-
ployed as staff judge ad-
vocate for Combined Joint
Task Force Phoenix V to
Kabul, Afghanistan. He
said the legal personnel
supported the task force
by handling military jus-
tice claims, providing le-
gal assistance and advis-
ing on operational law,
while also working with
Afghan judge advocates
and trying to get legal
training down to the Af-
ghan troops.
Hill said being in the
National Guard has pro-
vided ample opportunities
to continue his legal and
military education, which
were bene¿ cial in his full-
time career.
After servicing in the
active duty Army follow-
ing law school, he estab-
lished a private practice as
an attorney in Hermiston
and spent time as munic-
ipal judge and a prosecu-
tor before being elected as
a state circuit court judge
for Umatilla and Morrow
counties in 2004.
“I’ve been able to apply
a lot of what I’ve learned to
how I do my job here,” he
said in his Hermiston court
of¿ ce. “There are some bene-
¿ ts to National Guard service,
but the big thing, I think, is
being part of a bigger team
and doing the right thing.
Those that are in the legal
¿ eld, it’s a good place to be
to serve your country to have
the opportunity for training,
travel and service. Of course,
you have to be willing to get a
little dirty too.”
Hill said he has been
unof¿ cially acting as the
state judge advocate since
the former of¿ cer retired
in June 2014.
After graduating from
high school in Hermiston,
Hill obtained an associate
degree from Blue Moun-
tain College and a bache-
lor’s degree from Oregon
State University before
attending law school at
Willamette
University.
He went into active duty
for the Army as a ¿ rst
lieutenant with the Judge
Advocate General’s Corps
in 1987. After being dis-
charged, he joined the Na-
tional Guard in the spring
in 1991.
“I’ve always just done
pretty much what they’ve
asked me to do and tried
to do it right,” Hill said.
“I’m pleased to be able to
¿ ll the role, to do the job
for the state on behalf of
the adjutant general and
the governor and to con-
tinue to take care of my
JAG section until I ¿ nally
retire.”

• A caller reported seeing his stolen
blue Datsun pickup, Oregon license plate
369GTE, driving eastbound on Highland
Avenue by Hermiston High School.
• A man, a woman and three dogs
were reportedly living behind a restaurant
on North First Street.
• An employee of a business on North
First Street reported someone tried to use
a stolen debit card.
• A group of teenagers were
reportedly fi ghting outside of a business
on North First Street.
• A caller reported someone in a
light-colored sedan kept driving slowly
through an alley on East Hurlburt Avenue.
• A caller reported a man and a wom-
an in a white Jeep threatened to assault
him on North Townsend Road.
SUNDAY, AUGUST 23
• A caller reported someone was
urinating in his back yard on East Gladys
Avenue.
• Roofi ng supplies were reportedly
stolen from the back yard of a residence
on Southwest 11th Street.
• Three men were reportedly fi ghting
on Cooney Lane.
SATURDAY, AUGUST 22
• Two male teenagers in a white
Cadillac reportedly crashed into a car in a
driveway on East Sunset Drive and then
drove away.
• A brindle female boxer was
reportedly stolen from a truck on North
First Street.
• Two men in a silver Honda Acura re-
portedly threw a can of beer at someone
on East Newport Avenue.
• Several goats were reportedly loose
on Bensel Road.
FRIDAY, AUGUST 21
• Four or fi ve men were reportedly
fi ghting and throwing beer bottles at each
other on West Beebe Avenue.
• An intoxicated man was reportedly
out of control and stole a phone on South-
west 11th Street.
• A man was reportedly driving a
motorcycle on the Oxbow trail on West
Elm Avenue.
• A man reportedly tried to pull down
a juvenile’s pants at the Hermiston Family
Aquatic Center on West Elm Avenue.
• A caller reported receiving a call
from an unknown man with a Hermiston
number who threatened to rape his
children.
• Two men were reportedly fi ghting
on Northwest 11th Street.
• A person in a silver car reportedly
tried to run into another vehicle on South
First Street and then chased the other
driver to Gettman Road.
• A residence on East Punkin Center
Road was reportedly broken into.

• A caller reported she locked her
2-year-old daughter in a vehicle with the
keys on South Highway 395.
• A caller reported a group of about 10
male juveniles were preparing to fi ght on
Northwest 11th Street.
• A caller reported a male neighbor
was outside a residence on East Gladys
Avenue arguing about a broken window
and threatening to shoot a BB gun at a
window.
• A caller reported a group of
people were yelling at each other and one
appeared to have blood on him on West
Sunland Avenue.
• A 12-year-old girl was reportedly
assaulted on Northwest Stockton Street.
• An offi cer reported a possible
prowler on Northwest Seventh Street.
THURSDAY, AUGUST 20
• Someone reportedly stole a
wallet from an unsecured vehicle on East
Ridgeway Avenue.
• The manager of a business on North
First Street reported a disoriented woman
has cornered several customers and
becomes agitated when confronted.
• A herd of goats was reportedly run-
ning through an apartment complex on
South First Street and eating the bushes.
• A caller reported hearing two
gunshots on Northwest 11th Street.
• A woman reportedly walked into an
apartment on West Sunland Avenue and
punched a man.
• The owner of property on
Northwest Livestock Road reported six
recreational vehicles were using utilities
and storing horses in pens there.
• A caller reported he was assaulted
by two men at his girlfriend’s house on
South Edwards Road.
• A caller reported an older man
suspiciously came to the door of her
residence on Carolina Road in Umatilla
TUESDAY, AUGUST 18
• A caller reported an intoxicated man
was in his yard and knocking on the door
of his residence on East Jennie Avenue.
• A caller reported someone drove
into her yard on Southeast Crestline Drive
and hit her water meter.
• Juveniles were reportedly entering
a vacant residence on East Main Street.
• A caller reported someone in a gray
four-door sedan with tinted windows
followed her home from Hermiston High
School on South First Street. She said
someone followed her sister home from
work as well.
• A caller reported a man wearing a
black hooded sweatshirt and blue jeans
was looking in the window of a residence
on East Dogwood Avenue.
• A caller reported $7,400 was stolen
from a residence on North Ott Road.
• Several people were reportedly
siphoning fuel and stripping parts from a
vehicle on Highway 730 in Umatilla.
• Two men were reportedly fi ghting
on Fifth Street in Umatilla, and one came
out of a residence with a barbell.
• Items were reportedly stolen from a
residence on Second Street in Umatilla.
