Wash., passed away in
Hood River, Ore., on Sun-
day, July 19, 2015.
Charles was born
March 24, 1936, to
Charles and Sophie
White in Olean, N.Y.

19. Afterward he

he moved from Wap-
ato, Wash., to Herm-
iston, Ore., after ac-

with Farmers Insurance.
He held this position un-
til retiring in 2005. During
his career with Farmers he
earned several achievement
awards. He was an active
member of the Elks Lodge
in Hermiston and the Ea-
gles in Kennewick. He en-
joyed golf and cars. He was
a member of Our Lady of
Angels Catholic church.
He is survived by his
wife of 57 years, Barbara.
He is also survived by his
children Vickie, Carmil and
Tony; grandchildren
Rachel, Alex, Ethan,
Ben, Tyler, Katie
and Amy; and ¿ ve
great-granddaugh-
ters. Preceded by sis-
ters Molly, Mary and
Sally, and grandchild

Chester “Chet” Neu-
som Phillips, 66, died sud-
denly on Wednesday, July
15, 2015. Chet was born
on April 14, 1949, in Med-
ford, Oregon.
Chet

ed from Riverside
High School in
Boardman, Oregon,
in 1967 as the state
champion
foot-
ball
quarterback.
He attended Blue Phillips
Mountain Commu-
nity College in Pendleton,
Ore., where his basketball
team was recognized by
the NWACC as a hall of
fame team. It was during
his time at BMCC when he
was reconnected with his
high school sweetheart,
Lorrie Peterson Phillips,
who was also attending
BMCC. After graduation
from Blue Mountain, he
went to Oregon College
of Education where he ob-
tained his teaching degree.
He pursued his career
in education in Sheridan,
Ore., as a junior high
school English teacher,
while coaching the foot-
ball and basketball teams.
After 7 years of teaching,
he and his family moved
to Beaverton where he
worked for Equitable/Axa
Insurance Company for
over 25 years. His love of
sports kept him busy with
volunteering as a foot-
ball and baseball coach
during this time. Shortly
after his retirement, Chet
and Lorrie moved back to
Boardman, Ore., where he
helped take care of Lor-
rie’s ailing parents.
Chet was a passionate
hunter and fish-
erman who loved
taking his wife,
sons,
grandsons
and friends with
him on his many
adventures
out-
doors. On his 50th
birthday, he shot
his prized trophy
bull elk. Another hobby
of his was stock car rac-
ing in Hermiston where
he became the 2005 street
stock class champion. He
was an avid gardener,
caretaker, photographer,
and traveler. He was pas-
sionate about the future
of his hometown and be-
came mayor of Boardman
in 2008. In his leisurely
time, he enjoyed cooking
for friends, family, and
those at the local senior
center where he volun-
teered.
He is survived by his
loving wife, Lorrie Pe-
terson Phillips; his two
sons, Dean and Terry Phil-
lips; and his grandsons
Will Phillips and Michael
Crawford. He was also
survived by one brother
and ¿ ve sisters.
Respectively, the fam-
ily will be holding a pri-
vate family memorial ser-

Donald Lee “Don” Ton-
ning, longtime Umatil-
la, Oregon, resident, was
born on January 8, 1944,
in Prosser, Washington,
to parents Orpha
“Perk” and Leola
Lee Sargant Ton-
ning. He died Tues-
day, July 14, 2015, in
Kennewick, Wash.,
at the age of 71.
Don was raised
and attended school Tonning
in Pendleton, Or-
egon. He graduated from
Pendleton High School
in the class of 1962. Don
was united in marriage
to Barbara L. Belvill on
June 7, 1963, in Pendle-
ton, Oregon. They lived
in Longview, Washington,
for a time and Don worked
for Tolley Craft Boats. In
1964 they moved to Butte,
Montana, and later returned
to Pendleton, Oregon, in
1967.
He worked at the Pend-
leton Chevrolet dealership
where he worked in many
different capacities. Don
started a long career as a
Farmer’s Insurance agent
in the early 1970s in Herm-
iston, Oregon. A short time
later moved his business to
Umatilla, Oregon, where he
operated it for 30+ years.
Don expanded his business
to include Tonning’s Auto
Wholesale and really en-
joyed working with people
to ¿ nd an automobile. He
enjoyed ¿ shing, camping,
horseback riding, riding his
motorcycle, the mountains,
and was an avid reader of
western books.
He is survived by his
wife of 52 years, Barbara
Tonning, Umatilla, Ore.;
daughters Charmaine Go-
mez and husband Orlando,
Price, Utah, and Margaret
Costa and husband Joe,
Stockton, Calif.; par-
ents Leola Barnes,
Pendleton,
Ore.,
and Orpha “Perk”
Tonning,
Kenne-
wick, Wash.; broth-
ers David Barnes,
Redmond,
Ore.,
Raymond and Jim-
my Barnes, both
of Pendleton, Ore., and
Hank Tonning, Kenne-
wick, Wash.; sisters Kay

Don was preceded in
death by his sister Carolyn
and grandmother Violet

A celebration of life ser-
vice was held on Monday,
July 20, 2015, at Burns
Mortuary chapel, Herm-
iston, Oregon. Burial will
follow at the Sunset Hills
Cemetery, Umatilla, Ore-
gon.
