Hi, my name is Oscar. I am a male
Brittany/heeler-mix available for adop-
tion at the Humane Society of Eastern
Oregon Pet Rescue in Hermiston.
I was surrendered by my owner, who
could not keep me, and I need a new
home. I am neutered, and I’ve had my
shots. I have been house-trained, and I
am good with children, cats and other
dogs. I am 5 to 6 years old and can be
adopted for $125. I come with a free
veterinary check and a three-day return
policy.

District maintains excellent credit

Hermiston School Dis-
trict announced Friday
that Standard and Poor’s
&RUSRUDWLRQ UHDI¿UPHG WKH
district’s outstanding AA-
credit rating, last received
in 2010. The strong cred-
it rating, coupled with the
UH¿QDQFLQJ RI VRPH RI WKH
district’s long-term bond
debt, is projected to save
Hermiston taxpayers more
than $1 million in interest
over the life of the bonds.
“We are absolutely
WKULOOHGZLWKWKLVUHDI¿UPHG
rating,” Wade Smith, dep-
uty superintendent, said.
“Many districts and munic-
ipalities who have recently
gone through this process
have seen their credit rating
fall as a result of the reces-
sion.”
The
comprehensive
credit rating process re-
quired Smith and Business
Manager Katie Saul to pre-
pare detailed documenta-
tion and supporting materi-
als to advocate the district’s
VWURQJ ¿QDQFLDO VWDQGLQJ
to the San Francisco-based
UDWLQJ ¿UP ,Q LWV UDWLQJ
report, S & P highlighted
the following strengths of
Hermiston School District:
• Stable student enroll-
ment, with steady growth
expected;
• Maintenance of re-
serves, with the available
fund balance at 8.3 percent
of operating expenditures;
‡*RRG¿QDQFLDOSROLFLHV
and practices, including
a policy of maintaining a
general fund balance of at
least 8 percent of revenue.
Taking advantage of
historically low interest
rates, the district plans to
UH¿QDQFH DSSUR[LPDWHO\
$18 million in outstanding
debt. The savings will pro-
vide relief to taxpayers in
future years, as the debt re-
¿QDQFHGZLOO\LHOG¿QDQFLDO
EHQH¿WVEHJLQQLQJLQ¿VFDO
year 2020.
OMSI’s ‘Magic Planet’
available at Umatilla library
A colorful, 3-foot globe with bright, spin-
QLQJGLVSOD\VDQGYLGHR¿OPVDERXW(DUWKSUR-
jected onto its surface is now on loan to the
Umatilla Public Library from the Oregon Mu-
seum of Science and Industry through May 11.
The “Magic Planet” sphere is one com-
ponent of a three-piece NASA-designed
exhibit called “Earth From Space.”
The “Magic Planet” sits on top of a
projector and is connected to a laptop
programmed by NASA to show dozens
of moving images and programs as Earth
lights up and spins.
Library patrons of all ages can use
push-buttons to have the “Magic Planet”
show any of dozens of brilliantly colored
displays, such as Earth’s city lights, climate
change, tsunamis, wind streams, ocean cur-
rents, geographic and topographic features
and much more, including seven-minute
videos about Earth that are projected onto
the globe’s surface.
“The Magic Planet” is brought to pub-
lic libraries in the region through a NASA
grant provided to OMSI in partnership with
Libraries of Eastern Oregon.
