ADVERTISEMENT FOR BIDS
Sealed Bids for furnishing all plant, labor, materials, and equip-
ment required for the construction of the Hermiston Non-Potable
Water Supply Project (PROJECT) will be received by Byron
Smith, City Manager, on behalf of the City of Hermiston, Oregon
(CITY), located at 180 NE 2nd Street, Hermiston, Oregon 97838
until the BID CLOSING TIME at 11:00 a.m. local time, on April
21st, 2015 at which time the bids will be publicly opened and
read. No bids will be received after the BID CLOSING TIME. Bid-
ders must deliver First Tier Subcontractor Disclosure Forms to
the same location within two working hours of the BID CLOSING
TIME in accordance with ORS 279C.370. The First-Tier Subcon-
tractor Disclosure Form shall be submitted in a sealed envelope
separate from the Bid.
GENERAL DESCRIPTION OF WORK
The CITY operates the co-owned Port of Umatilla / CITY
(OWNER) Regional Water System. The PROJECT generally
consists of installing OWNER-furnished piping and appurte-
nances in an existing wetwell, furnishing and installing two
pumps, piping, miscellaneous valves and appurtenances, mo-
tors, and electrical equipment and controls in an existing pump
station, and furnishing and installing the following approximate
quantities: 14,000' of pipe ranging from 16-inches to 6-inches in
diameter, 133' (total) of cased borings at two separate railroad
crossings, and all miscellaneous elements, as indicated in the
Contract Documents.
The OWNER anticipates a Notice to Proceed to be issued by
April 28th, 2015. The WORK shall be completed and ready for
Final Payment by November 20th, 2015.

BID SECURITY
Each Bid shall be accompanied by bid security made payable to
OWNER in an amount not less than five (5) percent of the Bid
price and in the form of a certified or bank check or bid bond. No
bid will be considered unless accompanied by such deposit, to
be forfeited to the OWNER in the event the successful BIDDER
shall fail or refuse to enter into a contract with the OWNER for
the performance and construction of the afore said WORK.
CONTRACT SECURITY
The successful BIDDER shall furnish a separate performance
bond and payment bond guaranteeing faithful performance of the
Contract in the full amount of the contract price, faithful payment
and fulfillment of the obligation of a guarantee period for two
years for all workmanship, materials and equipment furnished
un-
der this contract.
PRE-BID CONFERENCE
A pre-bid conference will be held on April 9th, 2015, beginning at
the city council chambers and proceeding to the project site and
will commence at 2:00 P.M. Interested prospective prime BID-
DERS are strongly encouraged to attend and participate in the
conference and interested sub-bidders and suppliers are also en-
couraged to attend. Bids received from prime BIDDERS who did
not attend the pre-bid conference will still be opened and consid-
ered.
OTHER
In order to bid and perform public work, the Successful BIDDER
and its subcontractors, prior to Contract award, shall hold or ob-
tain such licenses as may be required by State Statutes, and fed-
eral and local laws and regulations. BIDDERs must be registered
with the Oregon Construction Contractor's Board in accordance
with ORS 701 prior to submitting a bid.
This project is for public works subject to ORS 279C.800 to
279C.870. BIDDER's attention is directed to the requirements
and conditions of employment to be observed and minimum
wage rates to be paid under this contract as specified in ORS
279C.800 to ORS 279C.870. BIDDERs shall be qualified in ac-
cordance with the applicable parts of ORS 279C in order to sub-
mit a bid for public work in Oregon. The project does not require
a contractor or subcontractor to be licensed under ORS
468A.720 for asbestos abatement.
RIGHT TO PROTEST AWARD
An adversely affected or aggrieved BIDDER must submit to the
OWNER a written protest of the OWNER's intent to award within
7 days after issuance of the Notice of Intent to award the contract
in accordance with ORS 279B.400 through ORS 279B.425.
Each Bid must contain a statement as to whether the BIDDER is
a resident bidder as defined in ORS 279C.365(h). Out of state
BIDDERs may have a percentage added to their bids in accor-
dance with ORS 279A.120.
The OWNER reserves the right to reject all Bids and to waive in-
formalities, in accordance with ORS 279C.395.
