According to a UCSO
press release, deputies locat-
ed and arrested Payton early
Sunday morning at the Econ-
omy Inn in Hermiston with
assistance from the Herm-
iston Police Department af-
ter receiving an anonymous
tip to the suspect’s location.
Deputies also recovered
items taken during a Jan. 30
burglary on North Ott Road
in Hermiston, including the
victim’s vehicle, which was
in a nearby parking lot.
According to a media bul-
letin from Umatilla County

Jan. 30, a Hermiston woman
reported a male was in her
house on North Ott Road in
Hermiston when she returned
home, and he forced her to
lie on the couch while he
ransacked another room. She
reported he then left and told
her to hide in a closet.
Although the press release
states Payton was not original-
ly charged with burglary, and

was being charged in connec-
tion to the Ott Road incident,
according to the Oregon Re-
vised Statutes, second-degree
kidnapping charges can oc-
cur when a person “secretly

According to a separate
UCSO press release, deputies
arrested Manning Monday
morning in Umatilla with the
assistance of the Umatilla Po-
lice Department and the Ore-
gon State Police. The release
states a resident on South-
shore Drive reported some-
one broke into his garage, and
when he looked inside one of
his vehicles, he found Man-
ning asleep in the seat.
When law enforcement

custody, they discovered he
was in possession of suspect-
ed methamphetamine, sev-
eral pieces of jewelry, other
people’s credit cards and mail
from addresses in Umatil-
la, Hermiston and Irrigon,
according to the release. He
was charged with burglary,
criminal mischief, theft and
possession of a controlled
substance.

est course of action is to not
confront someone found in a
home.
“Call for police and, if
possible and if safe, keeping
eyes on the residence can be
useful, but we would nev-
er want to put a person in
harm’s way or direct them to
do something on our behalf,”
he said.
Edmiston said a person
can reduce their risk of being
victimized by using Crime
