He is a Legionnaire, having served 18 months
during the World War.
He began life as a mill hand; was always a
hard worker and thp young men on the log carriage
recognized that he would make a success of life.
As State Senator he procured amendments to
the Workmen’s Compensation law in favor of in
jured workmen and their dependents.
He helped cave the homes of hundreds of work
ers and small businessmen from foreclosure when
he sponsored the HESS TAX law, surrendering in
terest and penalty on delinquent depression taxes.
He was born in Freemont County, Idaho, Octo
ber 12, 1890. His parents were pioneers of the Old
Oregon country.
Besides the Hess law, which dealt effectively
with Oregon’s $27,000,000 tax delinquency problem,
he sponsored, with other members of the legislature,
Oregon’s first old-age pension law and worked sub
sequently to liberalize the provisions of the law.
