facilities? W hy build a channel
from Celilo to U m atilla a t a cost of
a m illion dollars w ith no place to
handle tonnage? W hy a g ita te th e
question of navigation of the Colum­
bia w ithout p rep arin g for the bene­
fits of low er rate s thro u g h w ater
tra n sp o rta tio n ?
H ow ever, these questions seem to
have been forgotten thro u g h some
m isun d erstan d in g of the voters.
Probably through u n due fear of
ta x atio n , o r by m isrepresentation of
purposes, some were misled. W hen
it goes before th e people again, and
it m ust, and will, a b e tte r cam paign
of education, and a more definite
p resen tatio n of th e program , will be
developed.
T his is not a port alone for the
town of U m atilla. T h at is the sm all­
