Marshall Dana made an excellent
speech at the recent meetitng of the
Inland Empire Waterways aassocia-
tion but he is incorrect in saying
that "the open river improvement
authorized will facilitate navigation
to Wallula."
As the East Oregonian under
stands the present contract it pro-
videe for work between Celilo and
Umatilla but does not quite extend
even to Umatilla.
The sector between Umatilla and
the mouth of the Snake cannot be
handled by the so-called open river
methods. It will be necessary to con
struct the dam at Umatilla rapids
This has long been the contention
of the Umatilla rapids proponents
and it is now the official view of
the war department.
The next step is the building of
the dam and there is no reason why
it should be delayed. Fear that the
power to be generated cannot be
marketed within a period of 20 years
is groundless.
The power will be sold very soon
after the power is generated if rates
are given in keeping with the cost
