trict bonds. It was a time when such
districts were being organized all
over the state and planning to bor
row money for the construction of
reclamation works. It was expected
that the lands so reclaimed would
enjoy an influx of new settlers who
successful
farm
would
develop
homes while land owners of longer
standing would have an opportuni
ty of reducing their holdings and
bringing what, they retained to a
higher degree of productivity.
