I favor the greatest economy In
the overhead charges of district af
fairs and believd that some recent
kteps have been taken to affect some
saving which have been altogether
too long delayed. But I believe fur
ther economy can still be made with
out affecting the efficiency of this
district’s affairs, and I believe that
an annual report should be made each
year on, November 1. and be put in
the hands of each resident water user
showing the entire receipts and ex
penditures in detail, aa far ae Is pos
sible, so all may know how your
money is spent. That a reasonable
emergency fund should be main
tained to care for such an «vent
which is sure to come.

fight for relief which was finally

My opponent In this race was not
