C.—W hile an ap­ paren tly studied silence had settled over th e house farm bloc concerning th e disputed equalization fee provision of th e M cNary-Haugen bill, th e export d ebenture farm relief plan of the Na­ tional G range was introduced Monday by R ep resen tativ e K etcham , republi­ can, Michigan, a m em ber of the ag ri­ culture com m ittee. The K etcham bill would set up a N ational export debenture board com­ prising th e secretaries of agriculture, comm erce anc^Jihe treasu ry . The treasu ry ’ » ; n ( W would be directed to issue export d ebenture certificates to ex p o rters of w heat, corn, rice, fruit, tobacco, cotton, swine, cattle and poultry. T hese certificates in tu rn could be U3ed in lieu of tariff levies on im­ ports, which m ethod would allow ex­ porting farm ers to cash in on them by sale to im porters.
