The Umatilla rapids project, which w ill Involve the expenditure of sev eral m'llion dollars, has a three fold purpose First, the deepening of the water In the upper Columbia river, making navigation possible for a distance of SO miles above the rapids. Second, the development of water power for the Irrigation of between five and six hundred thousand acres of land in the eastern part of Ore gon. Third, the production of electric power for commercial purposes. A fourth phase of the project which has been proposed would be the erection of a bridge across the Columbia river near the a’te of the huge dam, which will be about three miles above Umatilla and about eight miles northest of Hermiston. The preliminary survey for the dam site waa made poes'ble by an appropriation of *50,000 b ythe fed eral government and *10,000 by the state of Oregon. Pending action in Washington on the report, which is expected in about 30 days, the office at Denver is nn able to give out details of the re commendations of engineers. Their work included a field survey and test borings for the proposed dam site.
