C.—President Cool- deploring Its provision for Japan ese exclusion, but heartily approving its main features, signed the immigra tion bill. Steps were taken Immediately by the department of labor to prepare for administration of the law, which pro vides for further restriction of immi gration after June 30 when the ex isting quotation law expires and for total exclusion of Japanese Immigra tion after that date. The president aproved the bill re luctantly, Issuing a statement After he had affixed his signature in which he said he regretted the Impossibility of severing from the measure the ex elusion provision which he and Secre tary Hughes had opposed strongly dur ing the course of the legislation through congress. Occasion was taken by the presl dent In his statement to declare that he gladly recognized that the enact ment of the exclusion provision "does not Imply any change in our sentiment of admiration and cordial friendship for the Japanese people, a sentiment which has had and will continue to have abundant manifestation.” The immigration quotas, under the new act, amount to 2 per cent of the number cf nationals of the respective nations resident in the United States at the time of the 1890 census and will result In a considerable restriction of immigration over the present law, as well as changing the greatest lmmigra tlon flow from the countries of south ern Europe to the countries of north era Europe. The proposal of Chairman Lodge, which would hare set up an entire ly new court, was withdrawn by Its author before the committee had an opportunity to vote upon It.
