authority of the City of Hermiston and the direc-
tion of the City Council authorizing and directing
the Treasurer of the City of Hermiston to collect
the unpaid assessment for the city irrigation
, water for the year 1918, levied and imposed under
the provisions of Ordinance No. 76, passed by the
city council and approved by the mayor on July
2, 1913, and ordinance No. 96 passed by the city

letter of abdication Saturday morning
at the German grand headquarters in |
the presence of Crown Prince Fred
erick William and Field Marshal Hin
denburg. according to a dispatch from
Amsterdam.
The German crown prince signed his |
renunciation to the throne shortly af­
terward.
It is believed that King Ludwig of
Bavaria and King Frederick August
of Saxony also have abdicated.
Before placing his signature to the
document, an urgent message from
Philipp Scheidemann, who was a So­
cialist member without portfolio in
the imperial cabinet, was handed to
the emperor. He read it with a shiver.
Then he signed the paper, saying: It
may be for the good of Germany.”
The emperor was deeply moved. He
consented to sign the document only
when he received the news of the
latest events in the empire.
Serious food difficulties are expect­
ed in Germany owing to the stoppage
of trains.

The political lineup of the next
house is as follows, based on returns
up to the present:
Republicans, 239; democrats, 194;
independent, 1; socialist, 1.
Prospect of holding not less than
49 seats in the senate, regardless of
the outcome of the Idaho contest,
places the republicans in a position to
take control of the senate from the
democrats and reorganize.
