The communication elsewhere
in this issue from a “New Set
tler” anent the condition of roads
in this section of the county con
tains much good logic that if
followed would be of everlasting
benefit, not only to this but other
portions of the county as well.
But we feel that the sentiments
of sound argument contained
therein can never bear fruit un
der the present system of county
goverment. for it is a well known
fact that the balance of power is
in the central and northeastern
portion of Umatilla county.
This being so, it is no more
than natural that an election for
commissioners will result in bun
ching them where the heaviest
votes are cast—in this instance
in the Pendleton and Milton dis
tricts—and in order to serve their
constituents and be returned for
another term it can be readily
discerned that mostly all the
available road money derived
from taxation is turned by them
with lavish hands into the chan
nels of road building in the re-
spective’neighborhoods that were
instrumental in casting for them
heavy enough votes to place
them in power—a sop being di
verted here and there throughout
the ba ance of the county, gener
ally after several visits to the
county court and earnest solicita
tion by committees from districts
where roads had become absolu
tely impassable.
There is only one way that we
can see to get around this nox
ious system, and that is for the
people to elect representatives
pledged to go to the next session
of the : tate legislature and work
for the passage of a law that
will have as its fundamental
principle the dividing of counties
into three commissioner districts
-thus placing the road money
derived from taxation in any dis
trict back into road building and
repairing in that district
THE GRINDING OF THE GODS.
‘The mills of the gods grind
slowly, but they grind exceeding
fine.” Never was the truth of
the foregoing more apparent
than at the present time.
In 1914 the world was plunged
into war by the action of Austria
- insolent and domineering—in
sisting upon the chastisement of
poor little Serbia, a nation over
which she was even then holding
in force and unjust subjugation.
But in her haughty disregard for
the rights of others, Austria sow
ed the wind from which she is
now reaping the whirlwind.
Recent andTpersistent press
dispatches indicate that the em
pire is in a bad way. Rent and
torn by the strife she herself
precipitated, she now would be
only too glad to make peace on
terms that would leave her even
the semblance of a nation.
But peace for Austria will
mean practically extinction as a
nation. In the very improbable
event of a German victory she
would be all but devoured by
that aggressive neighbor in pay
for “service rendered. ” On the
other hand, a complete entente
victory will mean that she will be
almost totally dismembered and
her ill-gotten territory restored
to the different peoples from
whom she wrested it
The way of the transgressor is
hard, for nations as well as for
individuals.
