some cases very serious problem s
a re the resu lt of m istaken policies
in th e past. S eattle is a g reat city
and may not ap p reciate our c ritic ­
ism or sym pathy but we cannot
help expressing both. H er m u­
nicipally-ow ned trac tio n system is
proving a w hite elephant. Banks
refuse credit and a m illion dollar
bond Issue is proposed to cover
operating expenses. It does not
pay expenses, pays no taxes and
the fares are not low. If S eattle's
ca r lines w ere owned by a going
com pany the stockholders would
not receive dividends unless net
ea rn in g s w ere available after taxes
and operating expenses had been
paid and th e fares would not be
higher.

ability and reso u rcefu ln ess. Mr.

w hich reveal genuine m usicianship
