In Oregon.
Every year th e Oregon S tate B o a r d
of H ealth records m ore th a n 15,000
births. Records of m ore th an 242,000
b irth s a re now on file.
T here Is hard ly a relatio n of life,
social, legal o r economic, in w hich evi­
dence furnished by accu rate r e g is tra ­
tion of b irth s may not prove of th e
greatest value, not only to th e Indi­
vidual but to th e public a t large. It Is
not only an a c t of civilization to r e g ­
ister b irth certificates, but good b u s­
iness, for they a re used In m any p ra c ­
tical ways. T ravel abroad and Immi­
gration req u ire certificates of birth.
P revious to 1903 w hen th e S tate
Board was established th ere w as no
law In Oregon req u irin g th e filing of
b irth certificates, although it had been
done to a lim ited extent In th e city of
P ortlan d since the late seventies. In
th e first few y ears follow ing th e p as­
sage of the law reg istra tio n both In
P ortland and thro u g h o u t the sta te was
very Incom plete, but by 1910 th e sy s­
tem had become well established ex­
cept In rem ote sections of th e sta te
and th e re th e loss In reg istra tio n w as
slight.
In 1915 th e Model Law for re g is­
tratio n of vital sta tistic s w as adopted
and th a t is th e law under which we
work. U nder th e 1903 law the county
w as the u nit of prim ary reg istratio n ,
w ith the health officer as re g istra r,
w hile u nder th e Modal Law th e re are
over 250 a rb itra rily established local
reg istratio n d istric ts each in charge
of a local re g istra r. Oregon w as ad­
m itted to the U. 8. R egistration Area
less than tw o years afte r the passage
of the Model Law, en terin g on the
first test with a very high per cent.
The reg istra tio n law gives th e sta te
re g istra r the right to accept for filing
any authen ticated docum ent th a t will
aid In establishing the genealogy of
any citizen of th e state, and u nder th is
provision b irth s th a t occurred prior to
1903 have been recorded, and m any
b irth s w hich occurred subsequent to
1903 hut w hich had not been filed at
the proper tim e have been given de­
layed filing. T hat Oregon has an ex­
cellent system of recording vtlal s ta ­
tistics Is evinced by th e num bers of
certified copies of records Issued every
day not only in th e office of th e S tate
Board of H ealth hut In all d istric ts
w here the local re g istra r Is a health
officer, and In the office of each county
clerk to whom the S tate Board of
H ealth fu rn ish es copies of all b irth s
and deaths o ccurring In his county.

citizenship, the re g istra r req u ires th a t
the affidavit be m ade by a citizen. In
short, every effort Is made to have
reg istra tio n com plete and at the sam e
tim e to guard again st undue hardahtp
