p ro tectio n of A m erican in d u strie s and
th e encouragem ent of homo produc­
tion. The dem ocratic p arty has as
co n sisten tly stood for free tra d e which
w ould open th e door to free com peti­
tion w ith th e cheap labor of foreign
countries. Until econom ic conditions
th ro u g h o u t th e w orld, especially E u ­
rope, a re m ore equal, th is w ould u n ­
doubtedly lead to unem ploym ent, low ­
e r w ages, and depressed conditions in
th is country.

di-ected to the tarifT on sugar. The
Outlook h as received a statem en t
from a recognized au th o rity on sugar,
W illiam B. T yler, a s sista n t se creta ry
of th e C alifornia and H aw aiian Sugar
Refining corpo ratio n , w hich o perates
th e lurgest cane su g ar refinery in the
w orld. It is located in C alifornia. Mr.
T y ler says:
"T h e re is no reason w hy th e p re s­
en t political controversy over th e ta r ­
iff should be lim ited in its scope to a
single com m odity—sugar. As a m a t­
te r of fact, the g en e ral subject of tariff
is an econom ic one w hich has been the
in sp ira tio n of political cam paigns
and econom ic debates for m any years.
"T he A m erican protective tariff In
prin cip al is eith er rig h t or w rong. If
It is right, then m ost ce rtain ly a fair
tariff should apply to su g a r us w ell ns
to all o th e r dom estic com m odities. If
th e p rotective ta riff is basically u n ­
sound, then it should be e n tirely elim ­
inated and fre e tra d e adopted.

ican investm ents in Cuba should be

of cane su g ar, all of w hich is dom estic
cane su g a r produced on A m erican
soil, w ith A m erican capital, tr a n s ­
ported in A m erican ships und refined
by A m erican labor.
“A ccording to th e m ost rec en t fig­
u res of the D epartm ent of A gricul­
tu re, su g ar provides 13 per cent of the
energy obtained from food consum ed
by the people of th e United S tates. We
cannot afford, therefore, to place our
su g ar bowl in the hands of non-A m er­
ican producers."
