th e w eather is uncertain . It doesn’t
seem to m ake m uch difference, how ­
ever. eith er financially or in point of
attendance. T here Is alw ays plenty
of sta te money to pay th e bills a l­
though county fa irs suffer a d isa s­
tro u s deficit if ruin cu ts down th e a t ­
tendance and Income.
T he sta te fair th is year Is one of the
best in point of exhibits ever held. A
large place is given to boys and "girls
club exhibits.

w hich an Income tax m u st now be
paitl in addition to the Income tax con­
tem plated by th e a c t Itself.
T he suprem e c o u rt decision con­
stru e s the Oregon constitu tio n upon
broad lines, leaving th e o pportunity
open wide to levy income taxes for
any governm ental purpose, w ith any
exem ptions and any grad u atio n of
ra te s th a t th e levying body m ay de­
cide upon, com m ents T he Oregon Vot­
er, w hich has tak en a stro n g stand
a g a in st th e incom e tax law. It says:
"T he only way to g uard a g a in st this
exercise of pow er Is to repeal the in­
come tax law. In the rep eal only is
th e re a ssu ra n ce th a t th is broad taxing
pow er will not be exercised In a m an­
ner th a t is detrim en tal to Investm ent
and th e developm ent of th e sta te .”

W hile the round-the-w orld flight Is
p ra c tic a lly accom plished by th e a r ­
riv a l of th e flyers on the Pacific to a s t j
it is to officially end a t S eattle.
T his will be an achievem ent the)
m agnitude of w hich can n o t be fully
realized a t th is tim e. It w ill be re- |
corded as one of th e g reat events o f [
h isto ry and one of th e g re a t triu m p h s
of science and m echanics. W hile it I
