It is a legitim ate function of the

tion of its people and see th a t these
law s a re enforced. It Is not a leglti
m ate function, how ever, under our
system of governm ent, for th e sta te to
se t up m onopolistic sta te en terp rises
to th e exclusion of priv ate Initiative
and endeavor.

city a ttra c tiv e . Any resid e n t who
d o esn 't v o lu n te er and clean up the
s tre e t in fro n t of his residence should
