When the second complete fiscal
year under the Harding administra
tion ends June 30. It will close with a
cash surplus well in excess of >100,-
000,000. When the fiscal year began It
was estimated there would be a deficit
at the present time of approximately
>750.000,000.
That the estimated deficit has been
transformed Into an accumulated sur
plus Is due to the business adminis
tration of President Harding and his
executive associates. They were able
to put into practice their business
ideas because of the budget act,
which was one of the first laws passed
by the last republican congress when
called into special session by Presi
dent Harding. The budget law passed
by the republican congress at that
time was practically identical with
one passed by the previous republican
congress but vetoed by President
Wilson.
The budget law made possible the
splendid fiscal administration of
President Harding, but It cannot be
over-emphasized that the budget law
did not make such an administration
imperative. There is no truth in the
argument that now that the law Is on
the books It little matters which party
Is entrusted with Its administration.
No law operates automatically. The
fulfillment of Its letter and Its spirit
depends upon the personnel of those
entrusted with Its administration. The
human equation is and must always
be the dominating factor In popular
government quite as surely as it Is In
private business.
No system of government can be
efficient unless It Is directed by men
who are efficient. No law can bring
about reforms In financial administra
tion of the government by the mere
fact that It Is upon the statute books.
The history of budget systems which
have been In operation In various
states clearly proves that where the
public falls into the error of relying
upou a budget law rather than upon
its administrators to bring about
economy they are doomed to disap
pointment.

TURNING DEFICITS INTO
SURPLUSES.
One of the very Important, although
little discussed, functions of the in
ternal revenue bureau la the enforce
ment of the restrictive measures de
signed to curb the traffic in narcotic
drugs. The key to the federal system
Is the registration of every Individual,
partnership and corporation lawfully
entitled to handle or deal In narcotic
drugs. This Includes manufacturers,
producers, importers, wholesale and
retail dealers, physicians, dentists,
veterinarians and everyone who is au
thorized by the laws of the state In
which he resides to use such drugs.
"Application for this registration
must be made annually on or before
July 1, and at the time of registering
or re registering, applicants must file
an Inventory showing all the narcotic
drugs In their possession." said Clyde
Cl. Huntley, collector of Internal rev
enue. today. "Prompt registration bv
manufacturers, producers, dealers anil
practitioners is extremely essential,
for the reason that If they are not reg
istered by July 1, they are not per
mitted to have in their possession, or
to manufacture, sell, prescribe or dis
pense narcotic drugs, and engaging In
any of these activities without being '
registered fa an offense which la pun
ishable by unusually heavy penalties.
"Although the necessary blanks
were mailed to all registrants nearly a
month ago, applicants are being re
ceived very slowly. After July 1. this
office will not be permitted to accept
appllcationa without asserting the
penalty of 25 per cent of the tax. and
a further pena.ty which provides that
any person who falls to make a return
within the time prescribed by law may
be penalised In a sum not exceeding

All this talk about a possible dis
ruption in the republican ranks over
the proposed world court plan is pure
buncombe. It is agitation for political
reasons and is without any good foun
dation. Such is the assurance given
by George B. Lockwood, secretary of
the republican national committee.
Arthur Sears Henning, In the Chi
cago Tribune, recently covered the
facts and possibilities in regard to the
effect of the world court idea on party
unity quite thoroughly and he con
cludes with this statement:
"Just as the president does not be
lieve in coercing congress, he does not
believe in dictating to the republican
national committee. He does not de
mand that the committee espouse the
world court proposal in the absence
of a party mandate to do so. He is
trying to convince his party that it
should indorse his world court plan
in convention next year."
