and weeds along the stree ts and pro­
viding th a t If the ow ner falls to do
so th e town will have the grass cut
and th e cost charged against the

by several publications of th e fact In
th e O utlook, yet little heed seem s to
have been taken.

o th e r reason, property ow ners should
co-operate In cleaning up unsightly
places and w here they fall to do so

penses In public and private e n te r­
prises it is well to th in k of th e u n ­
necessary cost to th e public of th e

cost the taxpayer five m illion dollars
a year. In o th e r words, th a t is w hat
th e “ directing service” of th e post
office departm en t cost annually.
In New Y ork City alone th e d i­
rectory service req u ires 125 clerks at
an ann u al expense of $225,000 for
salaries.

has asked all postm asters to em ­
phasize the Im portance of addressin g
le tte rs properly, and has suggested
th a t all firm le tte r headH bear stree t
addresses, th a t the full nam e of the
addressee be given, and th a t when a
le tte r is addressed to a building th e
nam e of the stre e t be w ritten o u t as
well. A h for advice th a t the se n d e r’s
address be a t th e upper left-hand
corn er of the envelope, one m ight
consider It superfluous, but a p p a r­
ently It Is not.

ways by the overloading of tru ck has
become a problem th ro u g h o u t the
sla te which has troubled the sta te
highw ay com mission. Relief is prom
lsed hy th e installatio n of weighing
Jacks which will accurately guage the
w eight of load. T he B anner-C ourier
of Oregon City tells the story which
Is applicable In all p arts of the state
as well as In Clackamas county.
About five years late, but b e tte r

com m ission has come alive to
fact th a t the sta te c a n ’t pay $50,000
a mile for roads and have overloaded
tru ck s break them up.
A statew ide m ovem ent has sta rted
to stop m aking railro ad s of pave
menta. and th e com m ission proposes
to absolutely enforce th e sta te law
and hold auto tru c k s down to the
Bafety loads.
The first step is th e purchase of
loadom eters or w eighing Jacks, which
have been ordered from (he cast and
with these scales located in various
parts of th e sta te overloaded trucks
arc going to run into $500 lines until
they get all they » a n t of pavem ent
sm ashing.
At p resent It Is a hard proposition i
for the com mission o r th e counties to
enforce th e overloading laws for thf , !
reason th a t it is hard to convict. A
traffic officer has no way of proving
a tru ck load Is too heavy, and he hes
