T he purpose of th is program is two
fold (1 ) To give th e m others a n l
fa th e rs of th e com m unity th e oppor
tu n ity of le arn in g th e m ost im p o rt
a n t facts w ith regard to th e care of
th e baby. (2 ) To bring hom e to th e
com m unity a know ledge of th e facts
reg ard in g th e needless d eath s of its
babies and a realization of th e ways
in w hich it m ust protect them .
As th e K ansas City H ealth D epart
m ent says:
"E v ery child has th e rig h t to be
long to th e aristocracy of health and
intellig en ce; to be born w ith a good
m ind and a sound body.
"E v ery child has th e rig h t to be
loved; to. have his individuality re
spected; to be train ed w isely in
body, m ind and soul; to be protected
from disease, from evil influences,
and evil persons, and to have a fair
chance in life.
"E very child has th e rig h t to be
su rro u n d e d by th a t enviro n m en t in
w hich he m ay develop to th e fullest
bis abilities and his talents.
“T he child is th e asset of th e sta te ;
he owes th e sta te n o th in g .”

T he to ta l n um ber of b irth s fo r the
e n tire s ta te of Oregon in th e y ear
1919 was 13,695 w hile the to tal
d ea th s fo r th e sam e year w ere 8,669.
Of th e la tte r n um ber 632 w ere babies
u n d e r one y ear of age, 120 were be
tw een th e ages of one and two years
and 199 w ere between tw o and five
years of age, o r a to ta l of 951 deaths
am ong children u n d er five years of
age.
T he sta tistics fo r M ultnom ah coun
ty exclusive of P o rtlan d fo r th e year
1919 show th a t th e re w ere a total
of 178 babies born, of whom 83
w ere boys and 95 w ere girls. T here
w ere 4914 babiee born In P ortland
d u rin g th a t year. Of th e 178 ch il
dren born in th e county exclusive of
P o rtlan d 19 died before they w ere
12 m onths o ld; six w ere still born,
fo u r died before they w ere one dav
old, fo u r died before they reached
tw o w eeks of age and five died be
tw een tb e ages of one m onth and
one year.
It is to im prove th e conditions
and to help prev en t th is percentage
of deaths am ong young children th a t
th e Baby Day m ovem ent is started .
T he sta te m e n t was m ade du rin g th e
w ar th a t “ it is m ore dangerous to be
born in Oregon th an to light in the
trenches of F ra n c e ." T his condition
can be rem edied In p a rt and the
M ultnom ah C ounty H ealth associa
tion is w orking along th is line.
