Speaking on this subject, Mark L. Requa, General Director, Oil Division, United States Fuel Administration, recently said: “The disproportion between the supply of and demand for gasoline is enormous and constitutes a critical problem. “Projected at the percentage of increase, 1904-1914, we should require in 1927 something like 700.000,000 barrels of petroleum. In 1918 our total production was only 350,000,000 barrels.” T o m eet this situation both the petroleum and au­ tom obile industries have for several years been m ak­ ing every effort. T he problem has been approached from every angle: (a) T he oil producers are constantly prospecting for new fields. They have sunk m any wells and are doing everything possible to increase petroleum production. (b) T he oil refiners, with the help of th eir chem i­ cal engineers, are ever devising new and im­ proved processes of refining by which they squeeze every possible drop of gasoline out of each barrel of petroleum . (c) T he autom otive engineers have aided much in gasoline conservation by their constant im provem ent of a u t o m o b i l e engines and m ethods of carburization. T heir efforts are to secure the operation of autom obiles on grades of gasoline that perm it the maximum production of this m otor fuel from each bar­ rel of crude oil and which, at the same time, will give the g reatest pow er and m ileage from each unit of gasoline consumed. A ll these m ethods are succeeding to a m arked de­ gree, and yet gasoline consum ption is increasing much faster than production. Facing these bald facts last sum m er, it becam e evident to P resident W ilson and the U nited States Fuel A dm inistration th a t there w as virtually as great need for gasoline conservation as for food conserva­ tion. In consequence the U nited States Fuel A dm inis­ tratio n requested E astern states to discontinue en­ tirely all non-essential use of passenger autom obiles, and for a tim e this request was so extended th at only autom obiles in G overnm ent, em ergency o r war service were in use on Sunday. T hese lim itations were not extended to the W estern states, because at the tim e there was enough gasoline being produced in California for Pacific Coast needs and its d istri­ bution did not require the use of tran sco n tin en tal transportation facilities needed for war. I t w as p art of this sam e cam paign to conserve gasoline that led P resident W ilson to appoint a G ov­ ernm ent com m ittee to determ ine and adopt standard specifications for gasoline and o th er petroleum prod­ ucts. T his com m ittee consisted of the U nited States Fuel A dm inistration and representatives of the W ar and Navy D epartm ents, the U nited States Shipping B oard,the D irector G eneral of R ailroads, the Bureau of Mines and the Bureau of Standards. T he com m ittee was assisted and advised by tech­ nical experts from each of these departm ents and bodies. A fter extended discussions, exhaustive tests and experim entation, th is G overnm ent com m ittee adop­ ted standard specifications for gasoline, not only for aviation purposes, but also for general m o to r use on land and sea. T hese U nited S tates G overnm ent specifications w ere draw n up with a view to providing a grade of gasoline th a t would m eet every practical require­ m ent and yet allow m axim um production. T hey deal w ith the problem on the basis of the best utilization of our petroleum resources, and the m aintenance of reasonable prices to the consum er. D rafted as they w ere by im partial G overnm ent ex­ perts, these U nited States G overnm ent gasoline specifications are today being generally considered as the m ost practical stan d ard for gasoline. They insure an efficient and satisfactory gasoline and at th e same tim e have due reg ard for th e necessity of petroleum conservation. T h e gasoline being furnished today is m ore pow­ erful and gives g reater mileage than the gasoline of ten years ago. Its use is m ade possible by the im­ provem ents in autom obile engines and m ethods of carburization. T o go back to the gasoline of ten years ago would be to accept a m ore highly volatile but less pow erful gasoline giving less mileage.
