to say to all who are in te reste d in the
success of th e cannery:
It would seem a t th is tim e as
th o u gh thp sto ck h o ld ers of the
G resham cannery did not know when
they were licked. A fter two serious
reverses they rally and say th e ca n ­
nery m ust be reb u ilt, and they m ean
It. T his is surely an expression of
th e rig h t sp irit.
T he fact is. to rebuild th e cannery
is th e only th in g to do if th e fru it
an d vegetable grow ing in d u stry is to
live and prosper.
T his being definitely settled , the
next question is, W hat can I do to
prom ote th e en te rp rise ? F irs t I can
and will subscribe fo r m ore capital
stock to fu rn ish th e funds necessary,
along w ith th e cash on hand, to re ­
build th e cannery and equip it with
th e la te s t im proved labor-saving m a­
ch in ery and ad ap ted to the canning
of both fru it and vegetables. To do
th is we m ust raise $5000. It seems
lik e a lot of money but spread out
o ver th e locality it is only a trace,
an d to p reten d it would w ork a h a rd ­
sh ip is really ab su rd . T he fact is
th a t in every sq u a re m ile ot th is te r ­
rito ry th e re is $5000 invested in a u ­
tos. So we cannot really plead pov­
e rty and are surely elected to come
over w ith the $5000 fo r th is w orthy
en terp rise.
Second. We should give the e n te r­
p rise o u r loyal su p p o rt by del-.vjring
o u r p roducts to th e cannery in first-
class shape. Do not be lu red away
by th e prom ise of an e x tra nickel or
dim e on a crate. K eep in m ind the
fact th a t w ith o u t th e cannery oui
co m p etito rs would let you come to
them and you w ould feel as though
you had been favored w hen you r e ­
ceived a low er price th a n th e cannery
would have paid.
So we m ust sta n d loyally by th e
e n te rp rise to th e end th a t we may
live and grow.
T h ird and last, but m ost vital of
all, is th e need of an increase in ac­
reag e of stra w b e rrie s,

corn. We should p la n t 25 acres of
ca n n in g stra w b e rrie s, 50 acres of
C u th b e rts and 50 acres of lo gans; a l­
so 25 of beans and from 50 to 100
acres of corn th is year. T he beans
an d corn can be raised to ad v an tag e
alo n g w ith th e C u th b e rts and logans.
T he can n ery association is p re ­
p ared to m ake c o n tra c ts w ith grow ­
ers for a te rm of years at rem um era-
tive prices and w ish to im press you
w ith th e need of ta k in g up th e work
of p lan tin g . T h ere is "no tim e to lose.

ing of b erries is best. T he work is
lig h t and p leasan t and is proving
very profitable. We a re ready to

re g a rd in g pending legislation were

leg islation in creasin g th e s ta te a u to ­
m obile license tax to an am o u n t equal
to one d o lla r p er h o rsep o w er for each
c a r; and
W hereas, it is believed to be u n ­
ju s t and illegal to im pose upon one
class of vehicles, fo r road m a in te n ­
ance, o r o th e r purposes, a b urden of
ta x atio n not borne by all o th e r class­
es of vehicles, excepting such license
fee as may be req u ired for necessary
recording an d policing of any p a rtic ­
u la r class; th e re fo re, be it
R esolved, by G resham g ran g e in

in d icate o u r stro n g disapproval of
said proposed leg islatio n , or any

m eaning people who passed the reso­
lu tio n s of mild censure th at the to te
on th e reso lu tio n directed to congress
to m ake th e "D istrict of C olum bia
D ry," in no m an n er voices the wet
o r dry sen tim en t of those voting
“ No,” nor indicates in any m anner
how they will vote on th e Dry bill
when It com es before tlie House.
T h eir vote was sim ply a protest
ag a in st u ndue h aste and th e m anner
in which the resolution was p rese n t­
ed. W hen th e reso lu tio n was p re­
sen ted and its adoption first moved,
th e H ouse was not organized. No
m em ber except the m over th ereo f
had h eard , read or been given an op­
p o rtu n ity of read in g th e sam e.
The ru les of the H ouse provide
th a t all bills and co n cu rren t reso lu ­
tions sh all be p rin ted and lie on the
desks of th e m em bers for a specified
tim e, th ereb y giving to th e m em bers
an o p p o rtu n ity to read th e sam e and
to p rep a re and offer am endm ents
providing they desire so to do.
A gain, th o s e , voting "N o" were
pledged to use th e ir tim e anil en ­
d eavor to fram e and pass such laws
as would low er taxes if possible and
im prove conditions in Oregon and
they Telt they should devote th e ir
tim e along th ese lines, and they
could see no good resu lts th a t would
flow from sending a resolution to
C ongress o r w asting th e tim e of the
H ouse ask in g C ongress to do th e ex­
act th in g it had alread y decided on
doing.
I again rep eat, the vote in no m an ­
n er in d icates th e dry or wet se n ti­
m ents of th e m em bers voting “ No”
on th e proposed dry m easu re yet to
come before th e H ouse; while, on the
o th e r han d , th e reso lu tio n was re ­
g arded b t m any m em bers as an ad ­
vanced feW 'r to learn how m em bers
stood, and th a t it was not introduced
in good faith for any benefit th a t the
resolution could accom plish, and this
feeling caused some resen tm en t.
Some th o u g h t the resolution a po liti­
cal trick and I am one of those who
th in k so. Two years ago o u tsid e in ­
fluence caused a bad, so-called dry.
law to be placed on th e s ta tu te books,
an d the sam e political influences are
ag ain at w ork. AT th e 1915 session,
I intro d u ced a Dry bill and worked
h ard for it. I voted ag a in st th e so-
called Dry bill of th e 1915 session on
th e grounds and for the reason th a t
th e bill was u n fa ir and was full of
Jokers and w ould m ake a few men
rich th ro u g h sales of liq u o r in vio­
lation of law.
W as my ju d g m en t
sound? I leave it to o th e rs who know
som ething reg a rd in g alcoholic sales
and police co u rt proceedings. The
bill I Introduced would have p ro tec t­
ed the people ag a in st th e late alco­
holic to rre n t. So will my p resen t bill
if adopted, which is now before the
Alcoholic Traffic com m ittee, but prob­
ably doomed lo an untim ely, and pos­
sibly political, d eath . 1 tru st those
who m ildly censured me with o th ers
will carefu lly read House Bills Nos.
1 and 2 now in your office and also
the resolution intro d u ced by myself
calling on C ongress to subm it the
wet and dry q uestion to a vote of the
people, then they will know w here 1
stand.
H ouse Bill No. 2 is one to prevent
th e sale o.’ p aten t m edicines co n tain ­
ing alcohol in such q u an titie s as to
be a real d rin k producer. Do you
favor such a m easu re? 1 will vote
for th e bills and resolution 1 have
intro d u ced if given an o p p o rtu n ity ,
and my bills will m ake th e sta te dry.
T h ere a re no wet holes in them . Is
th a t what you and those who censure
us desire?
1 will not vote for a vicious bill or
untim ely reso lu tio n o r u bill th at
created class privileges sim ply be­
cause it is dubbed "A Dry M easure.”
P ersonally, I th in k a dry law yer as
good as a wet clergym an and shall
keep th a t th o u g h t in mind when
called on to vote.
House BIII b Nos. 1 and 2 should be
in your office as I placed your paper
on my m ailing list for th e purpose of
accom m odating th e G resham rea d ­
ers and voters, and a t y o u r office
those good people who adopted reso­
lu tio n of mild cen su re can easily
learn my views on the su b je ct u nder
discussion as well as on o th e r ques­
tions. If th e bills are not th ere, 1
will fu rn ish them .
I believe in o rderly legislation.
Last y ear we were censured for vot­
ing for a so-called m idnight reso lu ­
tion w hich we were not given an op­
p o rtu n ity of reading. I sh all not be
cau g h t th a t way again reg ard less of
th e fact th a t th e resolution p ertain s
to alcohol o r any o th e r su b ject.
In conclusion, perm it me to say,
th a t a t th e end of forty days, the
people of M ultnom ah county will
know us by o u r work, and not until
then.

AN ORDINANCE. To prevent and
su p p ress gam ing an d gam bling
and gam bling houses and all plac­
es w here any gam e in w hich
chance p red o m in ates is played for
an y th in g of v alue; and to punish
any person who engages in any
such gam e, o r keeps or fre q u en ts
any such house o r place.
T he Town of G resham does o r­
dain as follow s:
Section 1. No person o r persons
shall, w ithin th e co rp o rate lim its of
th e Town of G resham , open, set up,
or keep, e ith e r as th e ow ner, p ro p ri­
etor, m anager, o r em ployee, w ith or
w ithout hire, lessee, o r otherw ise,
any gam ing or gam bling house or
place w here any ban k in g o r anv
o th e r gam e is played with cards,
dice, m achine, b u tto n s, o r uny o ttier
device for u n y th ln g of value, w h eth ­
er th e sam e be played for money,
checks, cred its, o r any o th e r re p re ­
se n tatio n of value.
Section 2. No person o r persons
shall, in any house, room , o r place,
w ithin th e co rp o rate lim its of the
Town of G resham , set up o r keep,
conduct, m ain tain , or o p erate, e ith e r
as ow ner or ow ners, p ro p rie to r or
p ro p rieto rs, lessee or lessees, em ­
ployee o r em ployees, ag en t or
ugents, any kind of g am bling table,

Penalty.
Section 4. Every persou violating
any of th e provisions of th is o rd i­
nance sh all, upon conviction th ereo f

ished by a fine of not m ore th an fifty
($50 .00) dollars, or, in d efau lt of
th e paym ent of such fine, by im p ris­

th e connection on Main stre e t will he

th e pipe will pass th ro u g h th e p ro p ­
erty of Mrs. T L. Hails to th e rig h t
of way of the P, R. L * P. com pany,
thence u n d er the track to the m otor
