few y ears ago, patrol and fire fighting
wero th e only considerations. I t soon
became ap p aren t th a t here, as in any
business, proper equipm ent and system
add to both economy and efficiency.
R apid developm ent is being mado of
facilities for fin d in g and handling fires.
Thousands of miles of tra il and tele
phone lines have been constructed, spe
cial tools invented, and men tra in e d as
sp ecialists in d iffe re n t lines of fire pre
v en tin g and control. F or exam ple the
burn in g of logging slashings, to remove
hazard later, is largely en tru sted to
men w ith p a rticu lar experience in this
line.
Among the most in te re stin g develop­
m ents is th a t of lookout statio n s on
high peaks, w here men have no other
d u ty th an to locate tho firs t signs o f
fire by means of special instrum ents
and telephone the ex act bearing to
h ead q u arters from w hich instructions
are sent for its control. Cross bearings
reported from d iffe re n t lookouts are in ­
tersected on th e map so the fire can
be located with g reat exactness, how
ever d istan t.
T his y ear experim ents
are being made w ith fo recasts of d an­
gerous dry winds, telegraphed forest of
ficials by the W eath er Bureau, so every
precaution may bo ta k e n before th e ij
arrival.
These perfections in the modern sci­
ence of forest fire prevention are sav ­
ing tho people of the N orthw estern
states m illions of dollars annually in
resources, property and lives, and I heir
cost is in sig n ifican t when regarded xu
insurance. They are, however, leas im ­
p o rtan t than care wot to s ta rt fire s is

see the stand of tim ber, th e facilities
fo r haulage and tran sp o rtatio n , the loea
tion of mill sites, and ascertain for him
se lf th e local labor supply.
The concessions them selves cost noth
in g ; the charges being in th e form of
stum page fees, payable upon removal
o f tho p ro d je t, and running from $1 to
$5 |>er thousand feet. W hen an appli
cation, com plying a t least w ith the
minim um requirem ents as to the size of
th e mill and th e annual outp u t, lias been
received, th e tra c t is advertised fo r a
period o f four m onths. In aw arding the
concession p reference is given to the
b id d er o fferin g to inRtall th e most com
p lete and effe c tiv e p lan t and giving the
best secu rity fo r perform ance.
C ap acity of Mills.
The concessions are given for tra c ts
largo in proportion to the cap acity of
tho mills installed , in order th a t the
fu tu re condition o f tho fo rest will not
su ffe r. The am ount of th e annual pro

m atu re tim b er and the am ount annually
m aturin g , and in o th er w ays th e regu­
la tio n s seek to conserve th e forest
w ealth while rendering av ailab le the
m atu re tim b er w ith the few est possible
restrictio n s.
O ne of the im p o rtan t elem enta is su f­
fic ie n t capital to install m achinery capa
ble of h andling th e larg e hardwood
logs, fo r w hich some o f th e earlier
p la n ts proved hard ly adequate, and to
p erm it a proper seasoning of th e product.
The P hilippine G overnm ent requires th at
th e concessionaire give a v ery modest
se c u rity in proportion to th e am ount o f
raw m aterial placed a t his disposition.

W hen a bid is subm itted, a deposit of
a certified cheek, usually fo r »5,000, is
req n 'red , and then a fte r th e aw ard is
m ade, th e equipm ent on th e ground and
th e concessionaire ab o u t to begin opera-
lio n s , th e ce rtifie d check may be re
placed by • satisfa c to ry f o r a o f bond.
