A week-long camp
preceded the matchups, be-
ginning Monday, June 16,
and included 95 graduated
seniors and 23 coaches and
directors from across the
state.
In a decisive perfor-
mance, the East team dom-
inated, shutting out the
West with a 46-0 victo-
ry. Wenberg, Cavan and
Brown each contributed
ing and were recognized
for representing Heppner
High School with skill and
dedication.
In additional honors,
Nick Wenberg has been
selected to play in the 74 th
Annual Shrine All-Star
Football Game, set for July
26 in Baker City, OR. Fel-
low Mustang Mason Orem
was named as an alternate.

Heppner athlete Hallee Hisler
was selected to participate in
the Oregon Athletic Coaches
Association 10 th Annual All-
Star Volleyball Match, held
Saturday, June 21, at East-
ern Oregon University in La
Grande.
The event featured senior
volleyball players from 1A to
4A schools across the state.
Hisler joined athletes from a
wide range of Oregon commu-
nities in the annual showcase,
which drew a strong turnout
and competitive play.
Selection for the tournament
is based on performance and
contributions during the high
school volleyball season.
With successful bond
votes in the Morrow, Sher-
idan, Tillamook, Lincoln
County, Tigard-Tualatin
and Portland school districts
earlier this month, more
than 100 school districts
have now leveraged local
tax dollars with matching
funds from the state through
the Oregon School Capital
Improvement Matching
(OSCIM) Program.
Since the program
began in 2016, OSCIM
has added $494 million to
the $10.3 billion in bonds
voters approved, allowing
school districts to do more
to improve schools without
adding to the taxes paid by
property owners.
“Upgrading facilities
and providing students and
educators with the criti-
cal equipment they need
directly impacts student
learning and growth,” said
ODE Director Dr. Charlene
Williams. “This program
allows communities large
and small, from Astoria to
Ontario, to dramatically
amplify local funds with
multimillion dollar state
funds to meet local school
needs.”

application to the Oregon
Department of Education
(ODE) for the OSCIM Pro-
gram, school districts must
first complete a Facilities
Assessment and Long-
Range Facility Plan. ODE
makes commitments ahead
of elections so districts can
inform their communities
of the potential for addition-
al funds from the state if the
local bond passes.
OSCIM grants are up
to $6 million for most dis-
tricts, with some receiving
up to $12 million. Morrow
County School District
received a $6 million grant
to offset its $210,400,000
project budget, resulting in
a $204,400,000 bond.
MCSD estimates that
Amazon will pay about 38
percent of the remaining
bond, with other industrial
and public service compa-
nies contributing an addi-
tional 34 percent.
Awards are calculated
using an OSCIM Funding
Formula, and districts are
awarded grants based on
their position on the Priority
List or First in Time List.
Details are available on the
ODE website.
