County Public Transit
(MCPT). Morrow County
Assistant Administrator
Vincent Guerra presented
the new logo to the com-
missioners.
“What began as a
modest operation has ma-
tured into a dynamic, for-
ward-thinking agency deep-
ly imbedded in the fabric
of our community,” Guerra
read from a statement. “Yet,
while our work has ad-
vanced, our visual identity
remains tied to the past.”
Guerra said the logo
was designed to honor
MCPT’s history while re-
flecting recent progress and
changes.
“It pays tribute to the
foundation laid by those be-
fore us, while symbolizing
a forward-looking vision
that embraces growth, in-
novation, and continued
service,” Guerra read.
He said the logo change
was not about “aesthetics,”
but about alignment. MCPT
has moved away from ride
requests to fixed routes.
That offers more stability
to the service, which is
reflected in increased rider-
ship. In fact, one Boardman
route recently shattered its
ridership records.
“I really do think it’s a
very nice logo,” said Guer-
ra. “It has some aspects of
the Loop tied into it but also
projects us forward for the
future.”
He also said the major-
committee supported the
logo update.
Commissioners praised
MCPT for the progress that
has been made in commu-
nicating with the public
regarding changes and ser-
vices. Wenholz commented
that he liked the use of
‘Public Transit’ in the logo,
as it helped make people
aware that anyone, not only
seniors and veterans, could
use the service.
The commissioners
unanimously authorized
staff to move forward with
the new logo.
The commissioners
also heard from the circuit
court design team regarding
façade options. Morrow
County Administrator Mat-
thew Jensen said the façade
is “community reflective,”
so he wanted the decision
to come before the board
before the design team
moved forward.
At the same time, the
design team said it was
looking for direction, not
asking the board to make a
decision.
“It’s studying different
ways the building can look
using different components,
different material palette,
different ways to shape
things and welcome people
to the building,” said Kelli
Stewart, Project Architect
for DLR Group.
For instance, options
for the public entrance in-
cluded a framed entry, shad-
ed breezeway or extended
roof.

Solutions is currently the
only provider of drug ad-
diction treatment in Mor-
row County
2. Morrow County current-
ly contracts with Commu-
nity Counseling Solutions
to provide drug addiction
treatment and recovery.
The funding from the
County comes from the
Oregon Health Authority
for these services.
3. Community Counseling
Solutions is the only pro-
vider with actual facilities
in Morrow County (Hep-
pner and Boardman). No
other provider for addic-
tion treatment, recovery,
and prevention services
have facilities for services
in Morrow County. While
telehealth services are a
growing treatment option,
those will not work for a
drug deflection program.
4. Community Counseling
Solutions currently pro-
vides drug deflection ser-
vices in Umatilla County
under the same state fund-
ing that has been allocated
to Morrow County.
5. With over 40 years as
the treatment provider for
Morrow County, Commu-
nity Counseling Solutions
shares information (per
HIPAA rules and/or pa-
tient authorization) with
the Morrow County Pa-
role and Probation, Mor-
row County Circuit Court,
Morrow County Justice
Court, Morrow County
Sheriff’s Office, etc.
6. Morrow County is not
aware of any other local
organization or provider
that would be willing or
able to provide the ser-
vices required by the State
of Oregon for the drug
deflection services. Mor-
row County receives treat-
ment funding through the
Oregon Health Authority
under this agreement and
has always contracted with
Community Counseling
Solutions to provide the
services funding by this
State Agreement.
7. The Oregon Health Au-
thority has raised no con-
cerns with the services
provided to Morrow Coun-
ty by Community Coun-
seling Solutions or the past
agreements between Mor-
row County and Commu-
nity Counseling Solutions.
Any
entity/individual
wishing to protest this sole
source procurement must
do so within seven (7) cal-
endar days from the date

“Just something to kind
of stay within that look,” he
added.
He also said he wanted
to consider a space for ju-
rors if they needed to wait
outside of the building.
Peterson agreed that he
would like to see a darker
shade to match the basalt.
“I think it would be
really awesome,” he said,
“if you could walk up to
any county building and
say, ‘Yeah, that’s a county
building, it looks like the
courthouse.’”
Wenholz, on the other
hand, said he liked certain
details but also wanted to
keep budget and upkeep
in mind.
“We live in a dirty,
dusty area,” he said, adding
that details like raised or re-
cessed bricks might require
“lots of pressure washing.”
In other business at
the meeting, the board of
commissioners held an ex-
ecutive session with the
stated purpose of consulting
with counsel concerning the
legal rights and duties of a
public body with regard to
current litigation or litiga-
tion likely to be filed.
When returning to open
session, the BOC voted
unanimously to cancel
a public hearing regard-
ing CDA annexation into
BFRD.

HDC opened in 1986
and currently serves 24
three- to eight-year-olds in
its Gale Street building. It
also offers preschool and
after-school care.
There are no licensed
infant/toddler care centers
in South Morrow. The day
care had previously opened
an infant care center on
Heppner’s Main Street, but
it didn’t last.
“We ran into some ob-
stacles because we were in
two separate buildings,”
said Payne.
The day care hopes to
expand to serve 40 three- to
eight-year-olds and 28 zero-
to three-year-olds for a total
of 68 children.
To do that, the day care
will require a minimum of
12,900 square feet, or about
0.3 acres. Murray said they
hope to find something
closer to half an acre to
allow for adequate parking
and drop-off/pick-up space.
If the day care seems to
be getting a little desperate
now, it’s because the fund-
ing window they board has
been counting on might be
closing.

“We anticipate that be-

the project’s not going to
be possible unless we get
that grant.”
She added that, if the
day care doesn’t get the
grant, they would return the
ground to the city.
City staff expressed
concerns over displacing
youth baseball and soccer
teams who practice at the
park, but most of the coun-
cil seemed to agree that the
day care was the greater
need.
