MCSO April 5th (cont)
Dog Complaint
Occurred at E May St/
SE Chase St, in Heppner,
OR. A black lab that almost
attacked a kid’s dog while
he was walking it, last seen
headed towards Despain
Pizza, unknown owner, un-
known if it had a collar on
RP does not need contact,
but is available at Bucknums
if needed. Disposition: UN-
ABLE TO LOCATE.
Suspicious Activity
Occurred on SE Utah Ave,
in Irrigon, OR. RP advised
when walking past a Black
Ford F-150 parked near his
house, the truck cab was
filled with so much cologne
that he could barely breathe,
and they must be covering
something up. MCSO re-
sponded, unable to locate
the vehicle. Disposition: UN-
ABLE TO LOCATE.
Driving Complaint
Occurred at Highway 207
Echo/Butter Creek Rd, in
Echo, OR. Aggressive truck
driver was all over, passed
in no passing zone, hwy 207
/butter creek, all over the
road, semi with WA/348ZS,
trailer# 115, hauling feed,
tractor is gray in color, head-
ing north on Hwy 207 from
Butter Creek Rd. Disposi-
tion: REFERRED TO OTH-
ER AGENCY.
Theft Complaint
Occurred at Pioneer Me-
morial Hospital on Ne Pio-
neer Dr, in Heppner, OR. RP
would like to report that some
narcotics were taken from the
ER. Disposition: CLOSED
PENDING RECONTACT.
Driving Complaint
Occurred on SE Utah Ave,
in Irrigon, OR. RP advised of
a black dodge caravan and a
blue scion that sped on Utah,
burned their tires on seventh
before heading to Hwy 730.
MCSO responded, Unable
to locate. Disposition: COM-
PLETED.
Juvenile Complaint
Occurred at Hager Park
on Se Hager St, in Heppner,
OR. RP wanted to report it
sounds like a bunch of juve-
niles at Hager Park yelling
and screaming. Disposition:
UNABLE TO LOCATE.
MCSO April 6th
Driving Complaint
Occurred on SE Utah Ave,
in Irrigon, OR. Rp advised
a gold Buick flew through
going 40 mph and went
towards SE Tenth. Dispo-
sition: ADVISED.
Criminal Mischief
Complaint.
Occurred on Olive Ln,
in Boardman, OR. RP ad-
vised his brother just broke
the windshield on his car.
The brother is no longer on
scene.
Driving Complaint
Occurred at SE Utah
Ave/Se Division St, in Ir-
rigon, OR. RP advised a
white Ford Taurus had a
door partially open when it
drove by. Disposition: AD-
VISED.
Driving Complaint
Occurred on SE Utah
Ave, in Irrigon, OR. RP
advised of white Cadil-
lac that has been driving
around on Utah St. RP
states that he knows that
the young driver is not li-
censed, and that the driver
drives by harassing him,
knowing he should not be
driving. Disposition: UN-
ABLE TO LOCATE.
Driving Complaint
Occurred on Highway
74, in Heppner, OR. RP
advised of white chevy
truck that may be intoxi-
cated, coming into Hep-
pner. vehicle crossed over
lines several times. Dispo-
sition: COMPLETED.
MCSO April 7th
Driving Complaint
Occurred on SE Utah
Ave, in Irrigon, OR. Rp
advised around 3, a vehi-
cle came off Eighth, lit up
their tires, and punched
it around the corner and
down Tenth. Rp advised
they left marks. Rp ad-
vised a few minutes after
that, another vehicle came
from Division and flew
towards Tenth. Both were
goldish color, and it could
have been the same vehi-
cle. Disposition: UNABLE
TO LOCATE.
Disturbance
Occurred on SE Ninth
St, in Irrigon, OR. Rp ad-
vised of issue at neighbor's
residence. Male yelling and
hitting car with his hands,
female honking the horn.
There is also a child there
that appears undressed for
the weather. The male half
left, female still there. Dis-
position: COMPLETED.
Driving Complaint
Occurred at SE Division
St/Se Utah Ave, in Irrigon,
OR. RP advised a black
Ford Dually went through
the stop sign while he was
crossing the street. Dispo-
sition: ADVISED.
Disturbance
Occurred at Love's Trav-
el Stop and Country Store
on Tower Rd, in Board-
man, OR. RP advised there
is an irate Truck driver
refusing to leave the tire
center. Disposition: COM-
PLETED.
Noise Complaint
Occurred on SE Utah
Ave, in Irrigon, OR. RP
advised of a black chevy
Silverado drove by with
their music too loud, head-
ed towards Brandon St.
**MCSO responded, un-
able to locate. Disposition:
UNABLE TO LOCATE.
Disturbance
Occurred on Winchester
Dr, in Heppner, OR. Rp
advised that her parents
are fighting, unable to
hear the RP very well,
did hear some yelling in
background. The subject
was arrested by MCSO for
Menacing-DY and Harass-
ment and was lodged at
UCJ No Bail. Disposition:
REPORT TAKEN.
Driving Complaint
Occurred on SE Utah
Ave, in Irrigon, OR. Rp
advised of a dodge dart
that has been speeding
on Utah St. several times.
This last time they ran the
stop sign and was last seen
headed towards division.
Disposition: UNABLE TO
MCSO April 8th
Unauthorized Use MV
Occurred on Brace Rd, in
Irrigon, OR. The reporting
party stated that his vehi-
cle was taken from the list-
ed location and is now at
a different residence. The
vehicle is in his friend's
name. The reporting party
is at home in Umatilla and
available for phone con-
tact. This case is consid-
ered a report taken.
MVA-Fire
Occurred on I 84 W, in
Boardman, OR. The re-
porting party stated that
a work truck lost a ladder
on the freeway, and he hit
it. His vehicle is disabled,
and he is stranded. The re-
porting party is not injured
and not blocking. His in-
surance told him to call
and have someone come
out and help him get a tow.
The other vehicle came
and picked up the ladder.
This case has been referred
to the Oregon State Police.
Extra Patrol
Occurred at Kunze Ln/
Tower Rd, in Boardman,
OR. The reporting party,
who works for Windwave,
stated that they have been
having problems with peo-
ple running through the
stoplights (on timers) in
their work zones. There
are 3 lights in this area.
This occurs from Monday
to Thursday throughout
the day. Specifically, there
is a brown Ford pickup and
a black Nissan causing the
issues. The reporting party
requested extra patrols for
two weeks and will call
back if the issue continues
after that. This case is con-
sidered completed.
Warrant Arrest
Occurred at Morrow
County Sheriff’s Office
on W Willow View Dr, in
Heppner, OR. The subject
was arrested by the Uma-
tilla County Sheriff's Of-
fice for a Morrow County
Circuit Court warrant.
They were cited and re-
leased to appear in court
on the given date and time.
This case is considered a
report taken.
Burglary
Occurred on Olson Rd,
in Boardman, OR. The re-
porting party stated that
it appears someone broke
into his residence on Sat-
urday night by tearing off
the doors and stole other
items. The reporting party
is at the location for con-
tact. This case is consid-
ered a report taken.
Dog Complaint
Occurred on SE Utah
Ave, in Irrigon, OR. The
reporting party stated that
while he was at this address
helping with his shed, the
neighbor's dog jumped the
chain fence and hit him in
the back. The reporting
party would like the neigh-
bors to have their dog back
off. The Morrow County
Sheriff's Office responded
and this case is considered
completed.
Noise Complaint
Occurred on SE Utah
Ave, in Irrigon, OR. The
reporting party stated that
a young male, whom he
knows, is driving a white
Cadillac Escalade and
playing loud music. The
vehicle is currently parked
down the street from the
reporting party. This case
is considered unable to lo-
cate.
Driving Complaint
Occurred on SE Utah
Ave, in Irrigon, OR. The
reporting party stated that
a dark blue/black Dodge
Dart with white racing
stripes drove by at a high
rate of speed, followed by
a white dump truck going
about 40 mph. This case is
considered unfounded.
Theft Complaint
Occurred at Umatilla
National Wildlife Refuge
on Riverview Ln, in Irri-
gon, OR. The reporting
party stated that there is a
dark colored pickup with
individuals stealing fire-
wood off federal land. This
case is considered com-
pleted.
Driving Complaint
Occurred on Highway
207 Echo, in Lexington,
OR. The reporting party
stated that she has video
footage of a cattle truck
passing her on a double
yellow line. This case is
considered a report taken.
Warrant Arrest
Occurred at Morrow
County Sheriffs Office on
W Willow View Dr, in
Heppner, OR. The Morrow
County Sheriff's Office ar-
rested Keith Daneil Win-
ston on a Morrow County
Circuit Court warrant. The
subject was lodged at the
Lane County Jail with a
bail amount of $160,000.

Occurred on SE Utah
Ave, in Irrigon, OR. The
reporting party stated that
a dark grey Jeep Cherokee
sped on Utah Ave and was
headed towards Brandon.
The reporting party has
been advised.

Ave, in Irrigon, OR. The
reporting party stated that
a white Ford F150 with
oversized tires played loud
music as it sped on Utah
Ave and headed south on
Division. This case is con-
sidered completed.
Suspicious Activity
Officer initiated activity
at Java Junkies, E Highway
730, Irrigon, OR. There is
a car with two men that is
making the employees un-
comfortable to leave. The
Morrow County Sheriff's
Office responded and this
case is considered com-
pleted.
Suspicious Activity
Occurred at Irrigon Ma-
rina on NE Seventh St, in
Irrigon, OR. The reporting
party stated that a male has
been living in his vehicle,
a black sedan, near the ga-
zebo close to the softball
fields. The reporting party
would like him to move
from that area due to kids
now playing little league.
This case is considered a
report taken.
Suspicious Activity
Occurred on SE Thom-
as Ave, in Irrigon, OR.
The reporting party stated
that he went to his pigeon
loft about an hour and a
half ago and noticed a pi-
geon with all its feathers
removed, including the
head, legs, and wings. The
reporting party believes a
person is responsible and
is requesting contact. The
Morrow County Sheriff's
Office responded and this
case is considered com-
pleted.
Driving Complaint
Occurred at Love's Trav-
el Stop And Country Store
on Tower Rd, in Board-
man, OR. The reporting
party, who is driving a
semi, stated that she is cur-
rently being blocked by a
vehicle and the other driv-
er is having an issue with
her. The reporting party is
in a blue Volvo cab with a
white trailer and has her
blinkers on. The reporting
party stated that the other
driver made threats, but
there is a language barrier
preventing further infor-
mation. This case is con-
sidered completed.
MVA-Fire
Occurred at Horseshoe
Hereford Ranch Inc on
Highway 207 Spray, in
Heppner, OR. A vehi-
cle slid off the gravel and
flipped onto its side. The
driver is out of the vehicle.
The Morrow County Sher-
iff's Office, Boardman Fire
Department, and Heppner
Fire Department respond-
ed. The patient refused
medical treatment. This
case is considered com-
pleted.
