Help plan local health Morrow County Fair
services and programs special awards
The chip of Morrow
County, and the Eastern
Oregon coordinated care or-
ganization (ensures Oregon
health plan (OHP)/low-in-
come Oregonians have ac-
cess to healthcare) are as-
sessing the health needs of
the county. An assessment
is completed every three
years and this year a portion
of the review includes an
electronic survey available
to the public in English and
Spanish language to collect
information about what is
working and what is needed
throughout the local health-
care system. The survey is
available until the end of
august and input from the
community will be used to
help guide planning for a
future of better health.
The chip of morrow
county includes public
health, medical, mental,
behavioral, and oral health
care providers, school dis-
tricts, community-based
human and social services
and regional and state part-
ners working together to
achieve improved health
and well-being for all.

The Morrow County
Fair and Rodeo Queen and
her court were the guests
of the Chamber of Com-
merce on Monday. From
the left, the court included
Princess June McLean, Bar-
bara Palmer, Queen Mickey
Hoskins, Donna Rea, and
Mary Ann Proctor.
At the chamber meet-
ing, Queen Mickey Hoskins
introduced her court, say-
ing, “It is quite a highlight
for the Fair and Rodeo
Court to visit the Chamber
of Commerce.” Princess
Barbara Palmer of Ione
shared their recent expe-
riences, mentioning their
attendance at the Arlington
Rodeo, which was their
first grand entry. She also
provided a brief account
of the upcoming Morrow
County Fair, noting that it
starts Tuesday, August 19,
followed by the style revue
on Wednesday and the live-
stock auction on Thursday
night.
Princess Donna Rea
of Ione recounted their
visit to the Pea Festival in
Milton-Freewater, describ-
ing the parade with lots of
floats and their attendance
at the Queen’s Luncheon.
She also invited everyone
to the parade in Heppner on
Saturday, August 23.
Princess June McLean
of Heppner spoke about
their appearance at the
Spray Rodeo, where the
Morrow County Court won
first place in the parade. She
highlighted the grand entry
and the rodeo and invited
everyone to the Morrow
County Rodeo on August
23-24.
Princess Mary Ann
Proctor of Irrigon talked
about their participation in
the Umatilla Sage Riders
event and invited members
to the 4-H horse show on
August 20 and the Morrow
County Open Horse Show
on August 22.
Queen Mickey Hoskins
mentioned the busy sched-
ule ahead, noting that they
have events lined up every
weekend until the Morrow
County Rodeo. She high-
lighted upcoming events,
including the Junior Ro-
deo, Pendleton, Queen’s
Coronation, the Condon
parade, Prineville rodeo,
Elgin rodeo with suicide
races, Umatilla County
Fair, Morrow County Ro-
deo, Harvest Festival in
Boardman, and the Dress-
Up Parade in Pendleton.
Mickey also shared that
she attends Blue Mountain
Community College and
was recently chosen as vice
president of the student
body for the fall semester.

MCHD may drop lawsuit

Morrow County Board of
Commissioners regarding
service to the Southern and
Northeastern ASAs. Board-
man Fire was awarded the
Northern ASA.
MCHD Board Vice
Chair Trista Seastone of
Irrigon seemed to speak for
the room when she said she
would rather deal directly
with the BOC, fearing talks
with BFRD would jeopar-
dize negotiations with the
county.
“This isn’t any beef
with (Boardman Fire),”
Seastone said before the
executive session. “I feel
like we’re making headway,
and I don’t want to upset the
apple cart.”
After coming out of
executive session, the board
voted not to pursue nego-
tiations over the proposed
contract from BFRD and to
continue negotiations with
the county for the two am-
bulance service contracts.
The board also voted
unanimously to amend the
Intergovernmental Agree-
ment (IGA) as advised by
While the motion did
not specifically state which
IGA would be amended, it
could refer to the IGA the
health district requested
from Morrow County and
the five municipalities as
part of its service contract,
which stated that none of
the parties would withdraw
from the health district
within the next five years.
While the county board
of commissioners did not
seem opposed to the IGA,
The City of Irrigon had
stated that it would not
sign such an agreement.
At a meeting the following
day in Heppner, Morrow
County Board Chair Da-
vid Sykes commented that
the IGA requirement had
been pulled from proposed
MCHD contract.
Wrapping up the busi-
ness at the meeting, the
board authorized Roberts
and Chief Financial Officer
Nicole Mahoney to pursue a
Federally Qualified Health
Center (FQHC) grant pro-
cess for Irrigon Medical
Clinic, to include hiring a
grant writer.
