BOC recall allegations

procedures for amending
the Ambulance Service
Area Plan, which has re-
sulted in severe harm to the
county ambulance service,
a service that has been sav-
ing lives for almost three
decades.
2) The BOC has shown
a lack of cooperation and
transparency with the resi-
dents of Heppner regarding
the location of the new Cir-
cuit Courthouse. Important
information about the site
has been withheld, prevent-
ing the community from
being fully involved in the
decision-making process.
3) In a questionable
move, the current BOC has
reduced their workload to
just two meetings a month
and is in the process of
hiring a second Adminis-

to the county. This decision,
which comes with a total

Celebration of Life
A Memorial Mass will be held Saturday, April 27th, 2024 at 11:00 am
at St. Patrick's Catholic Church in Heppner Oregon for our son
and daughter. Roy Proctor, age 36, passed away at his home on
January 18th, 2024 in Heppner. His sister, Josie Proctor Keyes,
age 43, passed away January 31st, 2024 at her home in
Sisters Oregon. Please join us at the Mass and/or at the Morrow
County Fair and Rodeo Grounds for BBQ and a slideshow, about
1:00 pm. Sweeney Mortuary is in charge of arrangements.
