of Lonerock, Oregon died
March 23, 2024, in Culver,
Oregon with family by her
side. A graveside service
will be held at 11 a.m.,
Friday, March 29, 2024, at
the Heppner Masonic Cem-
etery in Heppner, Oregon,
with a potluck dinner in
Lonerock at 2 p.m. at the
Community Center.
She was born October
9 th , 1954, at Beaverton,
Oregon, the second child
of Shirley Mary Greene
Phillips and James Terry
Phillips. Carol graduated
high school and did two
terms at Southern Oregon
College, and after deciding
college was not for her, she
became a CNA.
Carol met her husband
Timothy Patrick Welborn
when she took care of his
dad while he was in the
hospital. The couple mar-
ried in Portland, Oregon on
February 6 th , 1982. After
they married, they moved
to a house in Lonerock and
then on to the family farm,
where they raised their 2
amazing sons, Timie and
wonderful wife and mother.
She was a wonderful friend
to many, and never met a
stranger. She loved people
and loved to visit and get to
know others. She was so
loving and caring with such
a big heart. She loved cats,
books and spending time
with her family and friends.
Survivors include her
son Clark Welborn and his
wife Jessica, brothers Dan
Phillips and his wife Cathe,
and Brian Phillips and a
niece Haley Grubbs. and a
niece Haley Grubbs.
Carol was preceded in
death by her husband Tim
and a son Timie and her
parents.

John Robert McCon-
nell, a longtime resident
of Heppner, passed away
on February 9 th , 2024, at
the age of 65. John was
born April 15 th , 1958, in
Dickenson, North Dakota
to Charles and Vivian Mc-
Connell. The family lived
in Myrtle Creek, and Elgin
Oregon, before moving to
Dallesport, Washington in
1964. The family lived in
Myrtle Creek and Elgin

Lexington in 1968. John
was a graduate of Heppner
High School, class of 1976.
The family moved that year
to Wallowa Valley. During
this time john attended
Boise Bible College with
the desire to serve God
and minister to others. The
family returned to Hep-
pner in the winter of 1983.
John was a member of the
Oregon Carpenters Union
and worked as a carpen-
ter much of his life. He
was also a member of the
boiler makers union and
built and repaired boilers.
John was very much a man
of the forest. He liked to

short stories, and even a
children’s book. Several
of his works have been
published. He was often
self-employed as a wood-
cutter, and logged Hop
Poles in the early 1990s,

people in those ventures.
John was married to Sylvia
Westrom, for a period of

This union brought no mu-
tual children. Sylvia had
two adult daughters Lori
and Lisa who didn’t live
with the family except Lisa
for a brief time, and son
Andrew, that john helped
her raise. John maintained
contact with his stepchil-
dren after he and sylvia
divorced. Andrew returned
as an adult and lived with
John for a period of time in
Heppner. John was preced-
ed in death by his parents,
his brother James E. McCo-
nnell, and niece Kimberly
(McConnell) Eldridge. He
is survived by six siblings,
Cindy Summer (Charlie) ,
Susan Hargrove (Bryan),
Kathleen Adams, Tom Mc-
Connell (Margie), Richard
McConnell, and Robert
