On Monday, October 30,
2023 at 7:00 PM, a public
hearing will be held be-
fore the Common Council
of the City of Heppner.
Meeting will take place at
City of Heppner, City Hall
located at 111 N Main St,
Heppner, OR. Subject will
be pursuant to the City of
Heppner Nuisance Abate-
ment Code, Section 4-1-8
and 9-3, to determine the
method of nuisance abate-
ment for property owned
by Tareena Healy at 495
Water Street, Heppner,
Oregon, also identified as
Rasmussen-Lott Addition,
Block 1, Tax Lot 1503 of
the City of Heppner, Mor-
row County Oregon. At
that hearing the City will
hear public testimony to
determine the extent of the
nuisance and what action
the City will take to abate
the nuisance. The nuisance
condition of the property
is described as:Abandoned
and unlicensed vehicles
and RVs on property. Fire
hazard due to vegetation
overgrowth on proper-
ty and collected refuse.
Bagged refuse on proper-
ty. Property deemed as a
Dangerous Building, per
Code 9-3-1. Abandoned
appliances and miscella-
neous on property.At this
hearing the City Council
can determine that the City
will remove the nuisance
and charge the owner of
the property with the cost
of removal or abatement
plus administrative ex-
penses. In the case of The
City providing abatement,
non-payment for services
can result in a lien on the
property.
