Sheriff’s Report
December 29, 2022—A
caller in Irrigon stated that
her mom’s caregiver called
and said her mom fell but
wouldn’t let her help her up.
Patient refused transport.
-A Morrow Coun -
ty Sheriff’s Office depu-
ty stopped for a possible
disabled truck and trailer
at Bombing Range Rd. in
Boardman. The semi had
missed the turn and stopped
in the road.
-MCSO arrested Jason
Bowles on a parole and
probation warrant. He was
lodged at Umatilla County
Jail with no bail.
-A male in Heppner
complained that the wind-
mill at the museum in town
squeaks all day and night
and does not let him rest.
MCSO made contact with
the responsible party, and
they would try to take care
of the issue ASAP.
-A male in Irrigon re-
ported a red-headed male
and a female roaming
around his house.
-A female in Irrigon
advised that her neighbor’s
dog kept coming onto her
property and attacking her
small dog.
-A female in Irrigon
advised an individual has
violated a restraining order
by being within 500 feet
of the property where she
lived. MCSO determined
it to be unfounded.
-A caller in Irrigon
reported an abused and
emaciated dog, unknown
owner, and requested dep-
uty contact.
-An officer responded
to reports of graffiti at the
Morrow County Agricul-
tural Museum in Heppner.
-MCSO arrested Ches-
ter Brent Paradiso on a
Morrow County Circuit
Court warrant for failure
to appear on aggravated
theft I, felon in possession
of a firearm and criminal
mischief II, along with PC
charges of escape III. Sub-
ject was lodged at Umatilla
County Jail with no bail.
-A caller on Utah Street
in Irrigon reported that a
Ramirez trucking tow truck
sped from eighth toward
Division and ran two stop
signs. MCSO checked the
area but was unable to lo-
cate.
-MCSO served a re-
straining order in Heppner.
-MCSO arrested Roni
Lee Castillo on a Umatilla
County Sheriff ’s Office
LSA warrant for parole vi-
olation on unauthorized use
of a motor vehicle. Subject
was lodged at UCJ with
no bail.
-A woman in Board-
man reported a kidnapping
and said that her daughter’s
ex took her with a firearm.
-A caller from the Irri-
gon Shell Station advised
they had a male use fake
money, and that they did
have video footage of him.
MCSO took it under inves-
tigation.
December 30, 2022—
Morrow County Sheriff’s
Office received report of
a young child walking
westbound on I-84 west-
bound in Boardman all by
themselves. The child was
wearing muted-color win-
ter clothing. The call was
referred to another agency.
-A caller in Boardman
reported a riding mower in
the middle of a berry field.
She said she contacted the
owner of the field and it did
not belong to them. MCSO
determined that the lawn-
mower was intact and was
not listed as stolen.
-MCSO received report
of a smashed window in
Irrigon.
-A caller in Boardman
stated that his neighbor
wasn’t taking care of his
cattle and horses. The call-
er hadn’t seen him in a
while and requested con-
tact. MCSO determined the
complaint was unfounded.
-MCSO received report
of the theft of a chrome
pickup tool box with tools
and other miscellaneous
items stolen from the bed
of a pickup in Irrigon.
-MCSO, Oregon State
Police, Heppner Ambu-
lance, Heppner Fire and
ODOT responded to a head-
on crash on Hwy. 74 out of
Heppner.
December 31, 2022—A
caller in Ione asked for a
welfare check on his step-
daughter. She called him
and said she was having a
dispute with her husband.
She stated he was being
“psycho.” A deputy re-
sponded and everything
was all clear.
-A female at the Ore-
gon State Police office in
Hermiston advised she was
headed to Irrigon to report
a cold domestic. A deputy
made contact, and the par-
ties made amends.
-A caller in Irrigon stat-
ed they were hoping to do
some target practicing that
evening for New Year’s
and wanted to see if it was
allowed.
-A caller in Irrigon ad-
vised seeing aerial fire-
works.
-A second caller in Ir-
rigon advised of aerial fire-
works in the area that were
shaking her windows like
an earthquake. A deputy
responded but was unable
to locate.
-A caller in Irrigon ad-
vised there was a residence
to the south that sounded
like they were setting off
bombs, or something larger
than a shotgun. He would
like the area checked to
make sure everything was
okay. MCSO was at first
unable to locate, but then
found a subject and advised
them to quit lighting off
aerial fireworks.
-Oregon State Police
arrested Brian Seeley at
Short Stop on a Morrow
County Parole and Proba-
tion detainer. Subject was
lodged at Umatilla County
Jail with no bail.
-A female in Board-
man requested to speak
with officers regarding her
sister, whom she said had
been vandalizing the school
throughout the break. The
caller was afraid she would
get in trouble for speaking
with officers. Boardman PD
responded.
-A caller in Boardman
advised there was loud
music coming from a res-
idence on Kinkade Rd. He
said he walked down by
city hall and could hear it.
Boardman PD responded
and asked the resident to
turn down the bass.
January 1, 2023—A
man in Irrigon advised that
his mother-in-law wouldn’t
let his son go with him. The
caller said he left to take
people home, and when he
came back, she wouldn’t
let him take the six-year-
old because she said the
caller was drunk. The male
advised there was nothing
physical, but he was waiting
in his vehicle for contact. A
deputy responded and did
not detect impairment. The
caller was able to retrieve
his son.
-Morrow County Sher-
iff’s Office received a re-
quest from Umatilla County
Sheriff’s Office for help
with a high-priority call
in Hermiston. Subject was
armed.
-MCSO was advised
