INFORMATION:
The
City of Ione proposes to
construct a septic tank
effluent gravity system,
which will consist of new
individual septic tanks,
30,000 linear feet of gravi-
ty sewer, a new lift station,
7,100 linear feet of force
main along Johnson Grade
Road, and a 20-acre com-
mon drainfield.Anderson
Perry & Associates, Inc.,
an environmental consul-
tant, prepared an environ-
mental assessment for RD
that describes the project,
assesses the proposed proj-
ect’s environmental im-
pacts, and summarizes as
applicable any mitigation
measures used to mini-
mize environmental ef-
fects. The proposed project
will utilize the Nationwide
Programmatic Agreement
Among the U.S.Depart-
ment of Agriculture Rural
Development Programs,
National Conference of
State Historic Preserva-
tion Officers, and The Ad-
visory Council on historic
Preservation for Sequenc-
ing Section 106 (NPA) to
achieve compliance with
the Nation Historic Pres-
ervation Act and formally
determine effects on his-
toric properties listed or
eligible for listing on the
National Register of His-
toric Places. The proposed
Project will have no effect
to federally listed species
or designated critical hab-
itat. The proposed project
would not disproportion-
ately affect minority and/or
low-income populations.
RD has conducted an inde-
pendent evaluation of the
environmental assessment
and believes that it accu-
rately assesses the impacts
of the proposed project. No
significant impacts are ex-
pected as a result of the
construction of the project.

should be sent to RD at the

RD will accept questions
and comments on the envi-
ronmental assessment for
14- days from the date of
publication of this notice.
Any final action by RUS
related to the proposed
project will be subject to,
and contingent upon, com-
pliance with all relevant
Federal
environmental
laws and regulations and
completion of environ-
mental review procedures
as prescribed by 7 CFR
Part 1970, Environmental
Policies and Procedures.

The County is eligible to
apply for a 2023 Commu-
nity Development Block
Grant from the Business
Oregon. Community De-
velopment Block Grant
funds come from the U.S.
Department of Housing
and Urban Development.
The grants can be used
for public facilities and
housing
improvements,
primarily for persons with
low- and moderate-in-
comes. Approximately $11
million will be awarded to
Oregon non-metropolitan
cities and counties in 2023.
The maximum grant that a
city or county can receive
is $1.5 million. The Coun-
ty is preparing an applica-
tion for a 2023 Community
Development Block Grant
from Business Oregon for
Umatilla-Morrow
Head
Start (UMHS), in Irrigon,
to build a new Head Start
Facility. It is estimated that
the proposed project will
benefit at least 200 per-
sons, of whom 85% will be
low- or moderate-income.
A public hearing will be
held by the Morrow Coun-
ty Board of Commissioners
at 9:00 a.m., on Wednes-
day, August 2, 2023 at the
Morrow County Govern-
ment Center, Don Adams
Conference Room, 215
N.E. Main Ave., Irrigon,
Oregon. The purpose of
this hearing is for the
Board of Commissioners
to obtain citizen views and
to respond to questions
and comments about: com-
munity development and
housing needs, especially
the needs of low- and mod-
erate-income persons, as
well as other needs in the
community that might be
assisted with a Community
Development Block Grant
project; and the proposed
project. Written comments
are also welcome and must
be received by August 1,
