Morrow County Sher- iff’s Office responded and brought her gas. -MCSO was advised of a domestic disturbance in Boardman; a female’s boy- friend had slapped her in the face a few times. MCSO ar- rested Miguel Angel Mojica Rua on Assault IV-Domes- tic Violence x2. Subject was lodged at Umatilla County Jail without bail. -A caller in Irrigon ad- vised that the tenant of a house had died more than a year ago but she thought it had recently been broken into. The back door was kicked in and the front door was broken and might be open. She advised that this was a third-party report and she had not seen the house yet. -MCSO was advised that tumbleweeds were stuck in the trenches on Baseline Ln near Lexington and had started covering the road. Morrow County Road Dept. was advised. -MCSO was advised that a hay bale was in the northbound lane of Hwy. 74, Lexington. The hay bale was removed from the roadway and ODOT was advised. -A caller in Irrigon re- ported that a few minutes before a black Challenger had swerved to attempt to hit her at the intersection of Eighth and Brandon. The caller stated that an indi- vidual with whom she had altercations often was in the back seat pointing at her. -A caller in Irrigon ad- vised there was a Canadian goose in the middle of the road on Sixth, between Or- egon and Washington. The goose only had half a beak on top. A car almost hit it and had to go around it. An MCSO sergeant responded. The goose has been living in the area, and the caller was provided with resource numbers. -A female in Irrigon requested contact regarding her husband, who had not come back from Meacham. Contact was made with the male and he was fine. -A caller at Port View Apartments reported that they located a black Adidas backpack with white stripes in the back of the garbage cans outside. -A caller in Boardman stated that her ring camera caught someone wandering around her house and on her property. She stated they were wearing a hoodie with the hood up and a long shirt underneath. December 11, 2022—A Morrow County Sherriff’s Office deputy advised there were sheep on the roadway at Paterson Ferry and West Extension Canal in Irrigon. The deputy’s vehicle was stuck in a herd of sheep being moved by farmers. -A Boardman PD offi- cer reported being out at Harvest Town Foods in Boardman to trespass an individual for life from the car wash, laundry and gro- cery store. -A BPD officer-initiated activity at Kunze Ln. and Main and issued a warning about parking and social- izing in the middle of the road. -A caller in Boardman advised there was a vehi- cle parked in the lot right behind Auto Zone for about 30 minutes. The caller was unable to tell what kind of vehicle but believed there was an individual inside scoping the area. BPD re- sponded but the vehicle was gone upon arrival. December 12, 2022—A woman in Irrigon advised that her neighbor passed away over the summer and the residence should be empty, but she noticed lights on in the residence this morning. No vehicles or persons were observed, but she requested law en- forcement contact. Morrow County Sheriff ’s Office responded. An owner was fixing the pipes for a listing. -MCSO was advised of a theft at Irrigon Mini Stor- age. A storage unit was broken into and multiple items taken. No idea when it could have occurred. MCSO took it under inves- tigation. -A male in Irrigon reported that he was assaulted by a female. The caller declined EMS, and MCSO depu- ties responded and took a report. -Morrow County Sheriff’s Office was contacted by a Spanish-speaking caller in Boardman asking to speak to a unit regarding a drug issue. -A caller inquired of dis- patch in Heppner whether there was a vehicle parked in the area. The caller was advised that dispatch was unable to answer his ques- tion. -Boardman PD advised to page EMS for a vehicle that had just pulled up with a 58-year-old male with a se- vere head injury. Boardman Ambulance and Boardman Fire responded. The patient was transported to Good Shepherd Medical Center. -A caller advised Board- man PD that there were a bunch of dead birds on the riverfront by the River Lodge & Grill. BPD re- sponded and advised the caller to contact the Port of Morrow. December 13, 2022— A caller advised Morrow County Sheriff’s Office that there were males fighting at Harvest Foods in Umatilla and one pulled out a fire- arm. The suspicious vehicle was a dark blue Ford. One male had a goatee. The call was referred to another agency. -A female in Heppner advised that her neighbor has been knocking on her door frequently during the night. She requested phone contact. A deputy made contact and advised her of her options. -MCSO received a driving complaint regarding a white semi on I-84 with bad road rage, swerving and not allowing other drivers to pass. MCSO was unable to locate. -A caller in Heppner re- quested a welfare check on another individual who had been posting concerning things on social media. The caller requested contact. -MCSO received re- ports of a damaged fence about half a mile prior to the Tower Rd. overpass near Boardman. The caller stated that there were cattle on the other side of the fence and the caller was concerned they would get through it and onto the road. -MCSO conducted a lock-down drill at Heppner Elementary. -A caller on Utah St. in Irrigon advised of a grey two-door Honda with a male driver speeding on Utah toward Tenth. MCSO responded and located the vehicle, but there was no one in or around it. -A caller in Irrigon ad- vised that a white minivan was parked on a bike trail on Division. MCSO was unable to locate. -MCSO, Irrigon Fire and Irrigon Ambulance responded to a 30-year-old deceased male in Irrigon. -A male in Irrigon re- ported that there were five dogs on his property. He knew who owned some of them but not all of them. He stated that the males were acting aggressive because one of the female dogs was in heat. -A man requested a welfare check on his wife, who had dementia. He said he had received four calls about his wife being disrup- tive at the RV park. MCSO made contact with the fe- male, who was all right. The caller was updated. -MCSO arrested Kari Lynn Rytting in Irrigon on a Morrow County Circuit Court warrant for parole violation on assault IV, menacing x2 and criminal trespass I, and a Umatilla County warrant for parole violation on DUII and felon in possession of a weap- on. Subject was lodged at Umatilla County jail with no bail. -Boardman PD investi- gated a juvenile complaint at Windy River Elementary. -A male subject who was assaulted by two other males arrived at the Board- man Ambulance Hall. -BPD was advised that the caller’s 11-year-old sister was being aggressive and fighting with parents. BPD responded. A runaway was signed for the juvenile and the juvenile was re- turned home. -BPD received a re- quest for a welfare check on an individual who had called the school counselor and made comments about not wanting to do this any- more and then hung up. December 14, 2022— A female in Irrigon reported to Morrow County Sheriff’s Office that a Great Dane was loose and chased her grandson while he was waiting for the bus. MCSO responded and the dog was returned home. -A caller in Boardman reported that an employee had pulled a knife on an- other employee the week before and they had it on video. -A caller with the road department advised there was an Audi that had been abandoned at a location on Ione-Gooseberry Rd. near Ione and it had been there four days blocking a lane of travel. The vehicle was towed. -A caller advised of a dark brown stud colt loose on Wagon Wheel Loop in Irrigon. -MCSO was advised that Yamhill PD arrested Moises Contreras De Los Santos on an Irrigon justice Court warrant for failure to appear on multiple traffic offenses. The subject was lodged at Yamhill County Jail. -Irrigon Ambulance and MCSO responded to a bar in Irrigon where an older male was on the floor, semi-conscious, and ap- peared to be intoxicated. The patient refused medical care but was given a cour- tesy ride to his residence. -A female in Irrigon stated that she heard shots behind California. She stat- ed she heard four shots in the last two minutes, and it sounded like a 9mm pistol. MCSO responded but was unable to locate anything suspicious. -A caller in Boardman advised there was a dark blue Dodge parked at the end of Gar Swanson in a construction zone. The ve- hicle seemed to have some damage, and the caller had not seen anyone around it and believed it to be aban- doned. MCSO checked the vehicle and marked it for a 24-hour tow. December 15, 2022— Morrow County Sheriff’s Office, Boardman Ambu- lance, Irrigon Ambulance and Irrigon Fire responded to a report of a 68-year-old male in Irrigon who was unconscious and having difficulty breathing. The male was deceased. -MCSO received a theft complaint in Heppner. MCSO responded but was unable to locate the report- ing person. -An MCSO officer re- sponded to a report of ha- rassment in Heppner and took the incident under investigation. -A caller in Irrigon ad- vised MCSO of three dead skunks behind the neigh- bor ’s backyard. MCSO made contact and referred the caller to the Dept. of Fish and Wildlife. -MCSO received report of a white SUV in Heppner parked in the alley next to a no parking sign. MCSO responded and located the owner, who would be park- ing elsewhere. -Community Counsel- ing Solutions requested a welfare check on an indi- vidual around Boardman. They advised they had not been able to get in contact with him since he had asked to speak to a counselor. MCSO attempted contact but was unable to locate. -A caller in Irrigon ad- vised there had been an on- going civil issue regarding property not being returned, and now the other party was threatening the caller’s physical safety. MCSO took it under investigation. -MCSO received report of a sedan just south of the Hwy. 207/Bombing Range intersection that had its four-way flashers on but was not fully out of the lane of travel. MCSO checked the area but was unable to locate the traffic hazard. December 16, 2022— A female in Irrigon re- ported that her boyfriend had shown up at her house about five minutes before claiming that he had been shot at. The caller stated that he then left on foot with her phone. He was last seen heading down Utah. Morrow County Sheriff’s Office was unable to locate the subject but took the in- cident under investigation. -Community Counsel- ing Solutions requested a welfare check on a client near Boardman. -A caller on Utah in Irrigon advised that a blue Yukon went speeding down toward Tenth. The caller said he had seen it before and thought the driver was a fireman. MCSO responded but was unable to locate. -A female in the Board- man area stated that her 14-year-old daughter called and told her that her brother was yelling and screaming at his father. MCSO and CCS responded. -MCSO responded to a 13-year-old in Irrigon who was making suicidal state- ments. CCS contacted the family and made a safety plan. -A caller in Heppner requested MCSO assistance in getting items from her residence. -A caller on Utah in Irrigon advised that a Kia flew toward Tenth, dropped someone off at Tenth and Utah, and sped back toward Division. MCSO was out of position to respond. -An MCSO deputy re- ported being out with a sub- ject looking for his dogs. A female black lab was still missing.
