she located her son smoking
fentanyl out in the shop.
When she tried to take them
from him he tackled her to
the ground and was fighting
her for them. Corbin, Jesse
Austin was arrested by
MCSO for assault IV DV
and lodged at UCJ with
no bail.
-MCSO received a re-
port on I 84 W, Boardman
that a Winnebago got into
a road rage issue with the
caller. No license plate,
mini Winnebago on a truck
chassis.
July 25: Morrow
County Sheriff ’s Office
received a report on I 84
E, Boardman, of a vehicle
that is all over the roadway.
Darker colored hatchback.
-MCSO received a re-
port on China Ditch Ln, Ir-
rigon that caller is advising
of 8-12 cows in her pasture.
Advised where owners live
and attempted to speak to
them. Then noticed they
have a horse in a 6x8 stall.
Unfounded.
-MCSO received a re-
port on Washington Ln,
Irrigon that they have a dog
that attacked their chickens
and now they have the
dog in a pet carrier sitting
in their driveway. Caller
would like to have the dog
removed.
-MCSO received a re-
port that Pascual-Aguilar,
Tobias was arrested by OSP
on IJC warrant.
-MCSO received a re-
port at Baltimore Apart-
ments on NW Baltimore
St, Heppner that caller is
receiving harassing phone
calls from someone in
Pendleton regarding her
mother’s debt. Caller states
her mother filed bankruptcy
10 years ago on the debt.
Reported they are calling
multiple times a day and
being threatening.
-MCSO received a re-
port on Bombing Range
Rd, Boardman, that there
are two cows at the Navy
Base. Caller is requesting
these cows be removed.
-MCSO received a
report on NE Aiken St,
Heppner, that subject is
stating she wants to hurt
herself with a knife, there
are knives at the residence.
CCS was contacted.
-MCSO received a re-
port at Glen Haven Apart-
ments on NE Pioneer Dr,
Heppner that caller advised
she is having an issue with
a co-worker. She quit be-
cause of her and now she is
harassing her via Facebook.
-MCSO received a re-
port that a female chatting
via computer advised she
took half a bottle of pills
and alcohol. Unknown ad-
dress.
-MCSO received a re-
port on Gravel Pit Ln, Irri-
gon that caller has a kitten
on her property, and she is
frightened her dogs will
kill it.
-MCSO received a re-
port at Division Rd/Hoop
N Holler Ln, Irrigon that
people are trespassing near
the canal.
-MCSO received a re-
port at Irrigon Shell Station
on E Hwy 730, Irrigon of
employee theft of at least
$740. Caller has video foot-
age.
-MCSO received a re-
port on Magic Garden Ln,
Irrigon that caller’s neigh-
bor has cats, and they keep
getting on his property
making his dogs bark non-
stop.
-MCSO received a re-
port on Magic Garden Ln,
Irrigon, that his neighbor
is playing loud music with
their garage door open.
Unable to locate.
Health district and labor union
reach agreement
The Morrow County
Health District and its la-
bor union the American
Federation of State, County
& Municipal Employees
(AFSCME), have reached
agreement on a new labor
contract, it was announced
at the July 25 district board
meeting. The contract runs
from July 1 of this year until
June 30, 2024.
In addition to wages
and benefits, the contract
covers hours and overtime,
vacation time, sick and paid
leave, employee rights, dis-
putes settlement and many
other aspects of employ-
ment with the district. On
the wage scale employees
received a 4.5 percent cost
of living increases for the
coming year.
In other business the
district agreed to pay $5,000
to keep the county’s Broad-
band Action Team in oper-
ation. Team leader this past
year, Aaron Moss, has been
accepted into the University
of Oregon law school and
funding, which had been
through Land O Lakes and
Tillamook Cheese, has run
out. Moss has agreed to
defer law school and stay
on if the broadband team
can find funding around the
county to pay his salary for
the coming year.
The Broadband Action
Team is working with an
engineering firm on an
infrastructure design for
high-speed internet to all
residents, especially rural,
in Morrow County. The
team is working to fund the
construction through up-
coming federal broadband

grant dollars.
In other business the
board approved a contract
with Omaha, Nebraska
company Skyline Med
Staff, LLC to provide li-
censed health care profes-
sionals to the health district.
Under the agreement the
district will notify Skyline
when it needs certain staff
members. Skyline will then
find and prescreen appli-
cants to refer to the district
for possible employment.
The board also agreed to a
contract with Jogan Health,
a Colorado company which
will help the district fill its
staffing needs.
In other action the
board made the following
staff appointments: Michael
Neuman, MD – Radiology
Specialists of the North-
west, Piper Rooke, MD –
Radiology Specialists of the
Northwest, Justin Cameron,
Physician Assistant – Mor-
row County Health District,
Irrigon Medical Clinic.
Privileges were given to
Regina Lazinka, a speech,
language pathology spe-
cialist for work at Pioneer
Memorial Physical Therapy
performing nasopharyn-
goscopy services (swallow
studies).
In other business the
district has purchased new
furniture for Pioneer Me-
morial Hospital, and the
board agreed to surplus out
the following items: six
bedside tables, eight night-
stands and seven armoires.
