EIGHT - Heppner Gazette-Times, Heppner, Oregon Wednesday, July 13, 2022 County considers government with no administrator Commissioners are considering eliminating the county executive position all together following the recent firing of administra- tor Darrell Green. At their July 6 meeting commissioners discussed adopting a form of gov- ernment where individual commissioners would be assigned to “liaison” with various department heads instead of having a county administrator oversee all departments and report to the board. Commissioners were modeling the new govern- ment structure after Uma- tilla and Crook counties which use a similar system of elected officials over- seeing department heads. Human Resource Director Lindsay Grogan reported to commissioners she had talked to officials at Crook County where department heads submit time cards and time off requests, for instance, to individual com- missioners for approval. She said when there is a discipline situation or a written warning or termina- tion of a department head, for instance, it would have to go through an executive session or performance re- view before the full board. Grogan said in talks with both Crook and Umatilla Counties they both have a “very active” county coun- cil that “acts as a partner” to human resources and the board in personnel matters. She also said there were facilities managers or di- rectors at these counties that handle all construction and facility contracts. In Morrow County the district attorney also serves as legal counsel to the board of commissioners. Commissioner Melissa Lindsay hesitated to say a commissioner would be the only one overseeing a department head, saying it was more of a “support system” being established. “This doesn’t mean any commissioner is the gate keeper or the sole contact for a department. It means, ‘How do I get this to a board of commissioner’s conversation?’ It is a sup- port system and not a gate keeper. I think if you have a commissioner you have worked on with a project, all three commissioners are more than willing to be a sounding board. I don’t want to confuse this with one on one. We are all working together,” she said of the new structure. Since the firing of Green, the county has been without an administrator and Commissioner Jim Doherty has been filling in doing some of his duties. In addition, executive as- sistant Roberta Lutcher, who worked directly below Green, is now on 30 days leave. Doherty said Mon- day former county execu- tive assistant Karen Wolff has been hired on a 30-day temporary contract to fill in during Lutcher’s absence. If commissioners adopt the new system of disbursed governance, it could be changed as soon as two new commissioners take posi- tions on the board in Jan- uary. Commissioners said, however, that their imple- menting the new structure would give county employ- ees “an opportunity to live it for a while and then hand over the experience to the new board.” Tentative break down 188 W.
