Request for Proposals
– Morrow County Uni-
fied Recreation District
(MCURD) is seeking an
organization to partner
with to provide an Exec-
utive Director – District
Manager, and Support
Staff to be responsible for
the implementation of Dis-
trict policy and the overall
management of the dis-
trict’s recreation system.
Among other duties as de-
scribed in the job descrip-
tion available on request.
This position will also need
to provide office space
and office equipment.
MCURD requests that an
entity desiring to provide
these services submit a
Proposal in response to
this Request for Proposals
(“RFP”). Proposals meet-
ing a set of minimum re-
quirements will be scored
by the MCURD Board of
Directors based on prede-
termined evaluation cri-
teria (request full copy of
RFP and job description
for details). The top ranked
proposals will then be in-
vited for oral presentation
and interview. Based on
the combined score of the
proposal and interview, the
top ranked firm will be se-
lected to enter negotiations
with MCURD to perform
the scope of services un-
der a services type agree-

CAPECO is issuing a Re-
quest for Proposals (RFP)
to identify and select qual-
ified contractor(s) to pro-
vide Nutrition Program
services, including Home
Delivered Meal and Con-
gregate Meal services
within Morrow and Uma-
tilla Counties.
Congregate meals can be
offered in a variety of set-
tings, including nutrition
sites, senior centers/com-
munity centers, churches,
schools, adult care facili-
ties, restaurants, or other
congregate settings. Gath-
ering for meals offers the
opportunity to socialize,
gain support by coming
together, and includes nu-
trition education provided
through CAPECO. The
service is more than just
a meal; its purpose is to
nourish the whole person.
Home delivered meals are
critical to maintaining in-
dependence and allowing
people to remain living in
their own homes. Friend-
ly visiting when meals
are delivered one or more
days/week also provides
vital social connection for
people who may feel iso-
lated or lonely.

cancy of the Zone 1 Posi-
tion on the Board of Di-
rectors and is accepting
applications to fill this va-
cancy.
Required Qualifications
• Candidates must current-
ly reside in the Morrow,
Ione, Ukiah, Pilot Rock,
Umatilla School Districts
and have done so for at
least one year, and can-
didates must be qualified
voters of the District.
• The selected candidate
will serve the remainder of
the position’s current term
through June 30, 2023.

• Successful experience in
a high-functioning team
environment.
• Leadership experience at
a local and regional level.
• Commitment to provid-
ing equitable services to
students and schools, as
per the agency mission and
vision statement.
• Representative of the di-

Explanation of change:
Due to arising necessity of adequate infrastructure for future development and conditions not ascertained when
the budget was prepared, the appropriation for capital outlay to allow for design and construction of phase 3 of the
sewer conversion project needs to be increased $453,000 and the resource of previously approved loan proceeds
from loan R47742 of $453,000 added to the Sewer Operation and Development Fund.

Heppner and Bandon battle for spot
in Pendleton playoffs

2019 was the last time
Heppner saw a state playoff
game hosted at the high
school. That year the out-
come wasn’t what we all
hoped for, however, this
year the Mustangs looked
to erase that memory and
head back to the state tour-
nament for the first time
since 2016. The only way
the team could make that
dream a reality, get past
the Bandon Tigers. Luckily
Heppner knew what they
were in for because back in
December Heppner had the
chance to face the Tigers.
In a back-and-forth game
the Mustangs edged the
Tigers in a five-point win.
However, that game didn’t
possess the implications
this matchup did. Bandon
is coming off of a two-
point loss to Gold Beach, a
team they had faced for the
previous three games, win-
ning the first two matchups
before the loss. Bandon is
led by senior Cooper Lang,
a strong post who played
on the Bandon team that
advanced to Pendleton in
2020. Junior Owen Brown
helps organize the Tigers as
his shooting is also a major
threat.
Friday night Bandon
took the almost eight-hour
trip back to eastern Oregon
and took the floor with the

of the year. Since then,
Knappa has won 25 straight
contests and won the 2A-1
Northwest League champi-

pair of sizable post players.
Heppner will look to shock
the state and knock off the
Loggers in round one.
Heppner and Knappa
will be the nightcap of the
four quarterfinal contests
on Thursday at Pendleton
High. This contest will fol-
low the 6:30 p.m. contest
between the Salem Acade-
my Crusaders and the Regis
Rams. The game time could
vary for the Mustangs but
is scheduled for 8:15. The
OSAA will be using digital
ticketing online at osaa.org
and there will be no sales
at teh door when entering
the event. Full brackets
and game times will also
be listed online. The NFHS
network will be live stream-
ing the contest online at
nfhsnetwork.com as well,
however this website does
require a subscription to
view the contest.

cruised to a 70-32 victory.
Knappa returned virtually
their entire roster from last
season’s team as well; the
Loggers graduated one lone
senior last season. Knap-
pa has continued to look
strong this season as well,

student section was painted
in blue and gold and kept
the gym wild all night long.
Heppner punched their tick-
et to Pendleton and the 2A
state tournament with a
gritty 62-49 win over the
Tigers.
The game stayed com-
petitive for the first half.
Heppner and Bandon could
not find an edge over one
another, Heppner would
take a 13-12 lead at the end
of the first quarter. The sec-
ond quarter saw Heppner
start to build a small lead.
Heppner used their strong
transition game to push
ahead, holding a 24-16 lead
towards the end of the sec-
ond quarter. However, Ban-
don wouldn’t let Heppner
get out too far. All night
long whenever Heppner
would take a swing, Ban-
don would return it right
back. Bandon responded
with three straight triples
to close the gap; Bandon
only trailed by two as Hep-
pner was in front 29-27.
Heppner used a big third
quarter to create separation
for the first time in the
game. Heppner outscored
Bandon 15-8 to gain a 44-
35 lead. Heppner was able
to maintain the nine-point
lead throughout the final
quarter of play as Heppner
