ELECTION
NOTICE IS HEREBY
GIVEN that the Morrow
County School District No.
1 has referred a measure
to voters in the Morrow
County School District
No. 1 at the May 17, 2022
Primary Election, and the
Morrow County Clerk has
received a Ballot Title for
that referral.
Any registered voter dis-
satisfied with the Ballot
Title may file a petition for
before Feb. 28, 2022.
The following shall be the
ballot title:
Bonds
to
Modernize
Schools and Increase Ca-
pacity
Question: Shall Morrow
County School District is-
sue up to $138,000,000 in
principal amount of bonds
to modernize schools and
increase capacity? If the
bonds are approved, they
will be payable from tax-
es on property or property
ownership that are not sub-
ject to the limits of sections
11 and 11b, Article XI of
the Oregon Constitution.
Summary: The State will
provide a $4,000,000
matching grant if voters
approve the bonds. If vot-
ers do not approve the
bonds, the grant will be di-
verted to a different school
district.
If approved this measure
would finance capital
costs, expected to include
projects that:
•
Upgrade school safe-
ty and security in every
building;
• Modernize schools in-
cluding HVAC systems to
improve air quality and ef-
ficiency;
•
Improve education-
al environments, includ-
ing additional classroom
space;
•
Increase accessibility
for people with disabili-
ties, including improved
site accessibility;
• Create a K-12 facility
at existing Heppner Junior/
Senior High School cam-
pus; and
•
Create separate ele-
mentary, middle and high
school spaces at combined
schools.
The District would estab-
lish a citizen oversight
committee to ensure pro-
ceeds are used for purpos-
es indicated.
Bonds may be issued in
multiple series; each ma-
turing within 20 years from
issuance. The estimated
annual tax rate would be
$2.67 per $1,000 of as-
sessed value. Actual levy
rate may differ due to final
interest rates and changes
in assessed value.

St. Patrick’s celebration to include games
and competitions
The events scheduled
for the Wee Bit O’ Ireland
celebration on Saturday,
March 12 and 13 will in-
clude fun and games for
young and old. Participants
and spectators are invited
to enjoy the fun with road
bowling, welly tossing, a
bed race and the O’Planky
race.
Road bowling is an
Irish sport in which com-
petitors attempt to take
the fewest throws to pro-
pel a metal ball along a
predetermined course of
country roads. The sport
originated in Ireland and is
mainly played in counties
Armagh and Cork. Irish
road bowling is similar to
fast pitch softball, except
with a running start. It’s
also like bowling, but you
need room to run 10 or 15
yards. In a way, it is also
like golf…on a road. It
dates back to around 1600
in Ireland, when it is said,
the Irish troops stole Brit-
ish cannonballs and rolled
them back to their camps.
It had a resurgence in the
United States when 40,000
Irish fought for the Confed-
erate Army. The “bowl” or
“bullet” is an iron and steel
cannonball seven inches
around and 28 ounces in
weight. There are two or
more players or teams in a
“score.” The one with the
fewest shots to the finish
line wins. If two players or
teams approach the finish
line with equal shots, the
winner is decided by which
throw goes farther past the
finish line.
The Heppner St. Pat-
rick’s road bowling event
will be held at Balm Fork
Road again this year on
Sunday, March 13. Play
is scheduled to begin at 1
p.m., with a maximum of 20
teams. The participation fee
is $20 per team. To reserve
a spot in the competition,
please submit the form,
the disclaimer with each
participant’s signature, and
the proper fee amount to the
Heppner chamber office or
at city hall. Spectators are
welcome but are cautioned
to remain a safe distance
away from the action. The
bowls are heavy and can
break bones if things get a
bit wild.
Welly tossing, also
known as Welly Hoying,
Welly Wanging and Welly
Throwing, is a sport in
which competitors are re-
quired to throw a Welling-
ton boot as far as possible.
Welly Wanging originat-
ed in Upperthong, West
Yorkshire, UK at a time
Irish Coffee Hour and
CEILI, both great pro-
grams, are planned for
Saturday, March 12 from
10-11:30 a.m. upstairs at
the Elks Lodge. Although
the Coffee Hour and CEILI
won’t be the same as in the
past, great programs have
been planned to fill the day
with music and local talent.
The group “Whiskey for
Breakfast” will be filling
ears and hearts with lots of
Irish songs. It won’t be sur-
prising if the Leprechauns
make an appearance and
dance with some of the
music during their visit.
At the event, some in-
formation about this year’s
grand marshal, Randall
Peterson will be shared, and
Joe Lindsay will be writing
a song to share as well. The
Irish Brogue Contest will
give the audience a chance
to tell the best “Blarney”
stories for a chance to win
some gold coins. So, be
thinking of something “ap-
propriate” to share.
The CEILI will run
from 2-4 p.m. with Alan
Feves and the rest of the
“Whiskey for Breakfast”
group, mixed in with local
talent to wrap up the after-
noon. Everyone will want
to clap their hands, stomp
their feet, have a few laughs
and even dance if they
choose to, as they enjoy
some great Irish music and
entertainment.
Irish Coffee Hour
and CEILI
programs scheduled
when people didn’t have
the distraction of Xboxes,
shopping or watching TV to
pass the time. Villagers had
to be inventive and create
games around the everyday
objects they had at their
disposal. Whatever you
prefer to call it, boots are set
to fly down Willow Street
between Serendipity De-
signs and Murray’s Drug on
March 12. According to the
Guinness Book of World
Records the furthest Welly
throws were set at Hämeen-
linna, Finland, on 12 Oc-
tober 1996. The measured
throws were Men – 63.98m
(209.9 ft) by Teppo Luoma
(Finland) and Women –
40.87m (134.08 ft) by Sari
Tirkkon (Finland). Pretty
impressive distances. There
are competition levels for
all ages and there is no cost
to participate. Team compe-
tition will be held from 10
a.m.-12:30 p.m. Children
and individual competition
will be from 10:30 a.m.
to 12:30 p.m. Prizes will
be awarded to the top two
teams, two highest finish-
ers in the individual men
and women’s category and
children will receive a gold
coin for participating. Pick
up a team registration form
at the chamber office or
city hall.
The Bed Race Team
Relay Competition includes
teams consisting of four
participants with three
pushing and one riding a
hospital bed and will start
immediately after the Lep-
rechaun Run. Participants
are asked to be at the beds,
between Heppner Market
Fresh Foods and the senior
center by 11:15 a.m. to get
ready to compete. Teams
will need to fill out an entry
form (and all participants
must sign a waiver) and turn
it into the chamber office or
picked up at the information
booth the day of and bring
form along to compete
The O’Planky Race
is a uniquely Heppner
game. Teams of four peo-
ple strapped by the feet to
a wooden plank will have
to work together to make it
across the finish line. This
event will start immediately
after the Bed Race and will
go the opposite direction of
the Bed Races. Participants
are asked to meet by the
barricade between Heppner
Market Fresh Foods and the
senior center 11:30 a.m. to
get ready to compete. There
is no cost to participate.
Forms for teams can be
picked up at the chamber
or city hall offices.
