INVITATION TO BID
Morrow County Health
District, located in rural
NE Oregon, is seeking a
Director for Pioneer Me-
morial Clinic, a Rural
Health Clinic and Patient
Centered Primary Care
Home, and Ione Commu-
nity Clinic, a school-based
health clinic, RHC &
PCPCH that sees patients
of all ages.
The Clinic Director will
be located at Pioneer Me-
morial Clinic in Heppner,
Oregon and make periodic
visits to the Ione Commu-
nity Clinic. The Director
will manage the operations
and delivery of services at
these clinics. This includes
implementing standards,
standard work protocols,
policies and supervision
of all clerical staff and
medical assistants. This is
a leadership position and
requires leadership skills
and experience.
Salary range $77,335 -
$87,505 and excellent
benefit package with Dis-
trict paying all of employ-
ee and either spouse's or
childrens' health insurance
premiums. $5,000 sign-
on/relocation bonus.
Essential Functions in-
clude increasing organi-
zational awareness in the
communities served to
increase patient volumes,
working with various Dis-
trict partners to implement
programs that promote
health and access to pri-
mary care in the service
area; working with various
staff to ensure clinics are
certified and continuously
meet criteria and compli-
ance for various programs,
working collaboratively
with medical providers
and staff to ensure mean-
ingful quality metrics are
selected, tracked and con-
tinuously improved. The
Director prepares annual
clinic budgets with the
CFO, meets regularly with
the CEO, and participates
in monthly Department
Director Meetings.
Requires excellent orga-
nizational and communi-
cation skills; supervisory
experience, planning and
project management skills
and the use of project
management tools. Crit-
ical thinking capability,
demonstrated skill with
software programs includ-
ing Access, Excel, Power-
Point and Word, required,
along with the ability to
become an expert user of
the District’s Electronic
Medical Record software.
Successful applicant must
have five years of lead-
ership and management
experience, medical clin-
ic management strongly
preferred. Some college
education required, Bach-
elor degree in Healthcare
Administration, Business,
BSN or related field pre-
ferred.

back-
ground check and drug
screen required.

Roof of the County Emer-
gency Operations Center
project will be received by
the Morrow County Public
Works Department, At 365
W. Hwy 74, P.O. Box 428,
Lexington, OR 97839, No
later than 4:00 pm Decem-
ber 30, 2021. The bids
will be opened on Janu-
ary 3, 2022 at 9:00 a.m. at
the Lexington Conference
room located at 365 W.
Hwy 74, Lexington, OR.
The County may reject
any bid not in compliance
with all prescribed public
bidding procedures and
requirements, and may
reject for good cause any
or all bids upon a finding
of the County that it is in
the public interest to do so.
The bidder must be regis-
tered with the Construction
Contractors Board. Work
consist of, but may not be
limited to, the following
estimated unit cost quan-
tities:
Provide necessary building
permits.
Provide Morrow County
with ten-year workman-
ship warranty
Remove existing roof,
clean areas haul away all
debris. All roofing remov-
al and debris disposal to be
done in accordance with
all state, local and federal
asbestos abatement regula-
tions.
Any structural repairs
deemed necessary by
building code or manufac-
turer warranty standards to
be done.
Install fully adhered 60
mil TPO, ¼” Dens-deck or
equivalent.
Install custom manufac-
tured edge metal, pipe
flashing and metal vents.
Properly flash all roof pen-
etrations.
The roof structure hous-
es several mission critical
units. Some of which are
paired antennas. These
will require special coordi-
nation to ensure that only
one unit is misdirected at
a time.
Work will need to be com-
pleted no later than June
30th, 2022.
This is a morrow Coun-
ty Public Works Project
and funded with Morrow
County funds. A bid bond
in the amount of 10% of
the bid amount is required
with the proposal. Per-
formed and payment bonds
in the amount of the con-
tract bid amount will be
required of the successful
bidder.

The County will award
the contract with in thirty
(30) calendar days of the
bid opening. Work will
commence within five (5)
calendar days of the notice
to proceed. The contractor
shall complete all work.

A scavenger hunt, host-
ed by Pioneer Memorial
Hospice, to “Search for
Christ in Christmas” is
scheduled for Sunday, De-
cember 12. Area churches
will hold Christmas activ-
ities, followed by refresh-
ments at Murray’s Garden.
No nativity is complete
without the wise men trav-
eling from afar to find the
Christ Child. Local church-
es are inviting communi-
ty members to set off on
their own scavenger hunt in
search of the true meaning
of Christmas. On Sunday,
December 12, between 5
and 7 p.m., community
members (families, friends
and co-workers) can visit
each church for a 10-minute
activity focusing on Christ
and his birth.
Acting out the Christ-
mas story, making crafts
and singing carols will all
be activities that families
can join in when they vis-
it participating churches.
