He said the program could be run through the education foundation. Neal didn’t have a total figure need- ed for an endowment, but suggested money be added over the years to keep it self-sustaining. Port mem- ber and CREZ alternate board member Jerry Healy said the funds could come out of future money coming into the CREZ. Another special “ask’ came from the Oregon Trail Library District Director Kathy Street, who request- ed that her taxing district be moved into one of the groups receiving money di- rectly from the CREZ. She said going to each different CREZ partner in different parts of the county where the library branches are located, did not work well for her. The majority of the CREZ, however, wanted to stay away from entertaining funding requests from indi- vidual districts or groups di- rectly. “I have been contact- ed by different groups and I don’t want to go down that path,” CREZ administrator Greg Sweek said. Russell pointed out that the “asks” for funding were always going to outpace the avail- able funds, no matter how much money was available. He wanted to leave the distribution system as it is, using regional partners. “People will always tell you they are not getting enough (funding),” Russell said. “There is always somebody who doesn’t think they got enough, but they can’t tell you what is enough,” he added. It was also brought up there may not be enough money coming to the south end of the county, and Rus- sell pointed out that money is allocated partly on a population basis and the population of the north end is higher. Boardman City Manager Karen Pettigrew, a long-time CREZ mem- ber, pointed out her city is directly impacted more than others by the large amount of growth at the Port, so her city should receive more of the funding. Morrow County Com- missioner and CREZ board member Jim Doherty also raised the issue that may- be the Port of Morrow is encouraging too much growth. The CREZ does not have any authority over what type of businesses or how much business is recruited by the Port, and most board members felt it should stay that way. The one area the CREZ does have control of is businesses wanting to take advantage of the lucrative tax breaks offered by the enterprise zone must pay wages of 130 percent of av- erage. This stipulation has catapulted Morrow County into an enviable position in the top five of counties in Oregon of wages per capita. It was pointed out how- ever, that a large percentage of the people taking the new high tech Amazon jobs, or management jobs at the food processing plants, are not living in Morrow County, but rather live in Hermiston or the Tri-Cities. CREZ board members ac- knowledged that a housing shortage in the county is keeping people who work at the Port from living here, however a quick solution to the housing shortage is not forthcoming. “The guy making $80,000 at the port, we want to move here and buy that $200,000 home,” Doherty said. Doherty also suggested that the Port had “outrun” our work force in Morrow County by having more jobs available than there are workers here to fill them. It was pointed out some jobs posted on Ama- zon’s web site have been there for over two years. Neal pointed out that the port has stepped up its efforts and spending on work force training for local people in an effort to fill the employment gap and help locals access the new jobs at the port. “We understand the importance of workforce training. We are developing internships. Training is one of the most important things we work on,” he said, pointing out the partnerships with Blue Mountain Community Col- lege and the local school system. “Maybe you should stop recruiting business here,” Doherty said. “There just aren’t enough workers. Maybe there is a line where something can be too big?” he asked of the Port’s suc- cess. “Our latest projects are in food processing and steel fabrication,” Neal said. “Our main goal at the Port is to make it easier to do business in Morrow County. Success can be a challenge, but you have to continue to grow,” he said. The Steagall family had 102 members attend their annual reunion this year. -Contributed photo. The 102 family members who attended hailed from nine different states, Oregon, Utah, Washington, Missou- ri, Idaho, Arizona, Califor- nia, Iowa and Texas. The Steagall family was originally from Spray and began holding family reunions at Bull Prairie in 1953, 68 years ago. Origi- nally the family included 12 children, but only two are left.
