NOTICE OF SUPPLEMENTAL BUDGET HEARING
A public hearing on a proposed supplemental budget for Morrow County, Oregon for the fiscal year July 1, 2020 to
June 30, 2021, will be held at the Morrow County Bartholomew Building 110 N. Court Street Heppner, OR.
The hearing will take place on June 30, 2021 at 9:00 AM.
The purpose of the hearing is to discuss the supplemental budget with interested persons.
A copy of the supplemental budget document may be inspected or obtained on or after June 23, 2021 at
the Morrow County Finance Department loacted at: 110 N. Court St. Heppner, OR.,
between the hours of 8:00 AM and 5:00 PM.

The City of Irrigon be-
came the latest commu-
nity to push back against
Governor Kate Brown’s
emergency COVID-19 dec-
laration by passing a reso-
lution stating her actions
are “arbitrary, ineffective,
and draconian.” Irrigon
Mayor Margaret Anderson
and City Manager Aaron
Palmquist signed the reso-
lution June 15 condemning
the government overreach
which has been ongoing for
the past year. The city now
joins Baker City, Lexing-
ton, Molalla and Canby in
passing the strongly worded
resolution.
In expressing resis-
tance against the state man-
dates the resolution in part
states: “a majority of our
local businesses directly
attribute state lockdowns
and OSHA guidelines as
solely responsible for their
inability to earn a living or
pursue other rights as out-
