director will oversee the
day-to-day operations of
the center. Director will
be responsible for child-
care, setting the tone for
the facility, managing staff
and scheduling, maintain
records for state certifi-
cation and meal program,
overseeing physical facil-
ities, and managing the
overall image of the center.
Director will be expected
to attend staff and parent
meetings, assist in goals
for teaching staff, keep ac-
curate records, and review
staff observations. Knowl-
edge of developmentally
appropriate practices in
early childhood, strong
group management skills,
effective organization and
planning skills and effec-
tive interpersonal skills
are required. One year of
management experience
required. Experience in
early childcare preferable.
Must obtain CPR and First
Aid certificates and food
handlers’ card. Must pass
background check and
complete ongoing training.

The Port is authorized
by law to issue revenue
bonds. The proceeds from
the sale of revenue bonds
may be loaned to private
entities. Previously, the
Port planned to issue rev-
enue bonds to finance a
solid waste disposal facili-
ty in Morrow County, Ore-
gon. Meanwhile, Oregon’s
Private Activity Bond
Committee had allocated
$10,000,000 of the state’s
private activity volume cap
in connection with the fi-
nancing of the solid waste
disposal facility. That allo-
cation would have allowed
the Port to issue up to
$10,000,000 of tax-exempt
revenue bonds for the proj-
ect. However, the Port has
learned that the allocated
private activity volume
cap will not be needed for
the project. That allocation
will expire if not used. The
Port finds that it is in its in-
terest to ensure that the al-
location is used to finance
a solid waste disposal fa-
cility. On November 10,
2020, the Board adopted
Resolution 2020-23. That
resolution declared and
ordered the Port’s intent to
issue up to $65,000,000 in
revenue bonds and to loan
the proceeds to Red Rock
Biofuels LLC to finance
a solid waste disposal fa-
cility in Lake County, Or-
egon, and to reallocate its
$10,000,000 in unused pri-
vate activity volume cap
allocation to the bonds that
will be issued and loaned
to the company.
The Petition for Judicial
validation asks the court
to issue a declaration on
the legality of Resolution
2020-23, the Port’s author-
ity to enter into an agree-
ment with Red Rock Bio-
fuels LLC providing for
the loan of the proceeds of
revenue bonds to the com-
pany, the Port’s authority
to issue revenue bonds
and loan the proceeds to
Red Rock Biofuels LLC
for the construction of the
solid waste facility in Lake
County, Oregon, and the
Port’s authority to reallo-
cate its $10,000,000 in un-
used private activity vol-
ume cap allocation to the
bonds that will be issued
and loaned to Red Rock
Biofuels LLC for that fa-
cility.
Notice is further given that

Gazette-Times, a news-
paper of general circula-
tion published in Morrow

Volkswalking
formerly held in
Heppner
In the past, the Heppner
Chamber sponsored an Ore-
gon Volkswalk Association
ten-kilometer walking route
around town. Volkswalking
is a non-competitive pro-
gram, primarily composed
of designated walk routes,
but also including some
swimming, bicycling and
cross-country skiing oppor-
tunities.
The Heppner walking
route was marked with
green shamrocks and fea-
tured three loops out to the
edges of town and back,
which simulated a sham-
rock shape. The Heppner
High School technology
department prepared a bro-
chure featuring a map of
the route and descriptions
of the attractions along the
route.
The Volkswalk was
offered as both a single-day
event and a seasonal event.
The most notable day event
was offered as a feature of
the Heppner 1903 Flood
Commemoration, and the
route was modified to re-
trace the path of the flood.
Walkers participating in the
seasonal event registered
at the grocery store and
certified their distance and
event information for the
Volkswalking Association
recognition program for
events and benchmark dis-
tances completed.
The events eventually
ended but the shamrocks
remain. They have been
refreshed from time to time
by volunteers and students
fulfilling their communi-
ty-service obligations.
The “legend” of the
shamrocks is that whenever
a person sees a shamrock
while walking around town,
if that person smiles and
greets the next person they
meet, he/she will receive
“the luck of the Irish.”
Volkswalking contin-
ues to have a strong fol-
lowing, and the Oregon
Trail State Volkswalk As-
sociation is dedicated to
coordinating many Oregon
walking clubs. Questions
are welcomed, so anyone
interested in renewing the
sanctioned walk in Heppner
could get help and advice
from that organization.
