4-H Lifetime Achievement
Award in honor of the gen-
erous time and talents given
to the youth of Morrow
County.
Both Jepsen and Coe
were long time leaders and
supporters of all things 4-H
related for many years and
the association recognizes
their efforts and work on
behalf of the youth of our
county.
Nancy Jepsen served
as a cooking and sewing
leader for many years in

family ranch, Heppner.

The Boardman coal
fired plant is now going
through final decommis-
sioning with demolition
of the facility expected to
begin in January of 2022
and last until Dec. 2023,
Portland General Electric,
PGE, has announced. Chris
Bozzini, Decommissioning
Project Manager at PGE,
gave a report at a recent
meeting of the Morrow
County Commissioners.
A history of the plant
shows it began operation
on August 3 of 1980 and
ceased on October 15,
2020. The facility could
have continued producing
electricity, however, own-

tons of coal and operat-
ed for a total of 196,440
hours. The plant employed
110 workers while at full
production. Employment is
now down to 67 people who
will be used to finish the
decommissioning phase.
According to PGE the laid
off employees will receive
“comprehensive retention
and severance packages and
educational opportunities.”
The shutdown coal
plant and the next-door
Carty Gas generating facil-
ity share some infrastruc-
ture that must be separated
prior to demolition of the
coal plant, including septic,
backup power, drinking
water controls and fire wa-
ter lines.
Reclamation of the
large coal yard began in
March of 2020 and con-
cluded in October of last
year. Over 40 thousand
tons of coal were reclaimed
