BUDGET COMMITTEE
The governing body of
MOorow County is seek-
ing letters of interest to
serve on its budget com-
mittee, as a member, for a
three-year term, effective
July 1, 2020 to June 30,
2023. The governing body,
per ORS 294.414, shall
establish a budget com-
mittee that consists of the
members of the governing
body and a number, equal
to the number of members
of the governing body. The
members of the budget
committee shall receive
no compensation for their
services as members of
such committee. Appoint-
ive members of the budget
committee may not be of-
ficers, agents or employees
of Morrow County. If you
are interested in serving as
a member of the Morrow
County budget committee,
submit a letter of interest
no later than August 28,
2020 to the Finance De-
partment, PO Box 867,
Heppner, OR 97836 or by
email to kknop@co.mor-
row.or.us. The governing
body will be presented
with the letters of interest
at the September 2, 2020

return; stationary operator
station with saw set works
allowing for manual oper-
ating mode, multiple pre-
set and programable auto
settings for lower and rais-
ing saw-head, diagnostics
that monitors operation,
and bypass to allow for
manual adjustments when
needed or desired; Hy-

County Sheriff ’s Office
received a report on SE
Utah Ave, Irrigon that a
gold Buick SUV is parked
on Utah the wrong way. RP
stated he saw a deputy go
down Idaho and was upset
he didn’t drive down Utah.
MCSO made contact with
owner; they are turning the
vehicle around.
-MCSO received a
report on Hwy 74 Lena,
Heppner that RP had an
individual come to his res-
idence and advise of an
MVA approx. one mile east
of Butter Creek junction,
Franklin Hill. Rig is side-
ways in the road, airbag
deployment. Patient was
transported to PMH.
-MCSO received a re-
port at Riverview Mobile
Court on E Hwy 730, Ir-
rigon that a female keeps
coming to his residence and
threatening him.
-MCSO received a re-
port at Heppner Market
Fresh on N Main St, Hep-
pner that Johnathan Scott
Hendricks was arrested by
MCSO on MCCC warrant.
Subject lodged at UCJ with
no bail.
-MCSO received a re-
port on I 84 W, Board-
man that a newer dark
blue Dodge Durango was
clocked at 115. OSP ad-
vised. Unable to locate.
-MCSO received a re-
port on Columbia Ln, Irri-
gon of a physical and verbal
disturbance. Unfounded.
July 6: Morrow Coun-
ty Sheriff’s Office received
a report at Bombing Range
Rd, Boardman that a buck
had been hit. Deer was dis-
patched. MC Public Works
was advised for removal.
-MCSO received a re-
port at Love’s Travel Stop
on Tower Rd, Boardman
that a gold Nissan is at
Carl’s Jr with three intox-
icated people in the car.
They are inside getting food
right now.
-MCSO received a re-
port at SE Utah Ave/SE
Division St, Irrigon that a
white Ford pickup came
flying from Division onto
Eighth. Unfounded.
-MCSO received a re-
port on E East St, Lexington
that a dog barks at different
times during the night from
9 p.m. to 7 a.m. Would like
the night shift south county
deputy to go through a few
times at night and see if
they can catch it barking.
Would also like someone
to speak to the dog owner.
-MCSO received a re-
port on I 84 W, Boardman
of a maroon van speeding
100+ mph. Unable to lo-
cate.
-MCSO received a re-
port at Willow Creek Rd/
Balm Fork Rd, Heppner
that there are a lot of fish-
ermen that are leaving trash
all over the edge of Willow
Creek near the bridge and
on Balm Fork where they
can station vehicles on the
side of the road.
-MCSO received a re-
port at E Columbia Ave/
Lewis and Clark Dr, Board-
man that they had equip-
ment stolen from a job site
and estimates the loss to
be in the area of $25,000-
$30,000.
-MCSO received a re-
port at Willow Creek Rd/
Black Mountain Ln, Hep-
pner of cows that are out.
RP is concerned due to all
the traffic coming through.
Unfounded.
-MCSO received a re-
port on E Arcade St, Lex-
ington that there has been
a Toyota 4runner with Vir-
ginia plates parked in front
of his house.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that RP advised of
traffic issues in the area
and thinks that if random
driving complaints were
given over the radio out of
the blue it would solve the
problem.
-MCSO received a re-
port at SE division St/SE
Utah Ave, Irrigon that a
green Envoy is playing
music very loud.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that there is a white
pickup that comes down the
road at 0500 every morning
and goes about 35-40 and
then usually runs the stop
sign. RP advised that if they
come back again tomorrow,
he will be waiting for them
with eggs and will throw
eggs at their vehicle.
-MCSO received a re-
port at West Glen Addition
on Summit Ln, Boardman
that a field and fence are
on fire.
-MCSO received a re-
port at Irrigon Marina on
NE Seventh St, Irrigon
that there is a blue Honda
parked up river from the
baseball diamonds and he
believes the subjects inside
are smoking meth. RP has
found meth pipes in the area
in the past. Unfounded.
-MCSO received a re-
port on Willow Creek Rd,
Heppner that AAA advised
of a customer broke down
in a 2003 black Chevy
Suburban. They are not in
a safe place.
-MCSO received a re-
port on SE Utah Ave, Irri-
gon of a black Ford Ranger
going at high rates of speed.
Deputy located the vehicle
and observed, vehicle was
going the speed limit on
Idaho and on Tenth. No
violations observed.
-MCSO received a re-
port on SE Utah Ave, Irri-
gon that the green Envoy
went by again playing his
music too loud.
-MCSO received a re-
port on E East St, Lexing-
ton that dog barks at night.
Deputy made contact with
dog owner; she was ad-
vised of the complaint. She
showed the deputy the dog
and it did have a bark collar
on it. Dog owner advised
she would try to keep the
dog from barking.
July 7: Morrow Coun-
ty Sheriff’s Office received
a report on NW Church St,
Heppner that neighbors are
setting off fireworks. Un-
able to locate.
-MCSO received a re-
port at SE Idaho Ave, Ir-
rigon of illegally parked
vehicle. Warning was given
for illegally parked vehicle.
-MCSO received a re-
port on E East St, Lexington
that subject is purchasing a
house from her, but doesn’t
think she can live there
anymore due to harassment
from the neighbor. Deputy
made contact with RP and
advised her of some op-
tions.
-MCSO received a re-
port on Washington Ln,
Irrigon of a van in the road
in front of her residence.
Van was towed as a hazard.
-MCSO received a re-
port on SE Utah Ave, Irri-
gon that a black Ford Es-
cape jetted through towards
Tenth for the second time
today. Unable to locate.
-MCSO received a re-
port at Morrow County
Sheriff’s Office, Heppner
that RP advised a black
dually came up the hill and
was in her lane and almost
hit her mirror. Vehicle went
wrong way down Spruce,
then went out of town on
Hwy 74 towards Lexington.
Unable to locate.
-MCSO received a re-
port on SE Utah Ave, Irri-
gon that Outback was driv-
ing at a high rate of speed
towards Eighth. Unable to
locate.
-MCSO received a re-
port on I 84 W, Boardman
that a guy in a GMC Ter-
rain almost ran RP off the
road. Caller requested state
trooper. Referred to other
agency.
-MCSO received a re-
port on I 84 E, Boardman
that there is a man and
woman riding a tandem
bike with a child seat on the
back. Entered the freeway
right before exit 165. Con-
cerned this may present a
traffic hazard and safety for
the child if they have one.
-MCSO received a re-
port at Hwy 74, Heppner
of an 80s red Ford Ranger
swerving all over the road
going towards Heppner.
Unable to locate.
July 8: Morrow Coun-
ty Sheriff’s Office received
a report on Doolittle Can-
yon Ln, Heppner that the
dogs are howling again.
-MCSO received a re-
port on I 84 E, Boardman
of a male walking on the
shoulder.
-MCSO received a re-
port at Heppner Shell Sta-
tion on N Main St, Heppner
of a white Ford Super Duty
that dog locked her out of
the vehicle at the gas pump.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a silver Dodge
Dakota goes down Utah at
a high rate of speed towards
Tenth. Unable to locate.
-MCSO received a re-
port on I 84 E, Boardman
that two vehicles are travel-
ing at a high rate of speed,
both CA plates. Passed RP
going extremely fast.
-MCSO received a
report on SE Cowins St,
Heppner that all four of
his father’s tires have been
slashed with a knife. Under
investigation.
-MCSO received a re-
port on SW Fourth St, Irri-
gon that several goats from
the neighbors are out and on
the RP’s property. MCSO
returned goats to property.
Made contact with owners.
-MCSO received a re-
port on SE Utah Ave, Irri-
gon that a reddish maroon
Ford Ranger is driving at a
high rate of speed. Unable
to locate.
-MCSO received a
report at Banner Bank,
Main St N, Boardman of a
male throwing things at the
building.
