ty Sheriff’s Office received
a report of a possible fire
from a lightning strike or
a transformer at Port View
Apartments on NE Colum-
bia Ave, Boardman.

Boardman of a possible
overdose. Patient transport-
ed to GSH.
-MCSO received a re-
port on Crooked Rd, Irrigon
that RP lost her purse on or
near Depot Ln approx. a
week ago.

port at Sand Hollow Rd/
Meyers Ln, Heppner that
cement trucks are not stop-
ping at the stop sign and
speeding through the area.
Extra patrols set up.

port on SE Gilmore St,
Heppner that between
North Court and the fair-
grounds a dog has been
howling. Unable to locate.
-MCSO received a re-
port at NE Eighth St/NE
Washington Ave, Irrigon of
two vehicles racing in the
residential area.

port on SE Kristen Dr,
Irrigon of a suicide attempt
by hanging. Patient trans-
ported to GSH.

port of a house on fire in the
attic on Idaho Ln, Irrigon.
Fire was put out.

OHV Park on Forest Ser-
vice 21 Rd, Heppner of two
riders out in the mountains,
have been gone for two
hours and this is their first
time out in the mountains.
Believe they might be lost.
MCSO was advised riders
just returned.
June 9: Morrow Coun-
ty Sheriff’s Office received
a report on SE Utah Ave,
Irrigon that a green Saturn
that has the driver’s door
not latched, no one is in
the vehicle. RP is just con-
cerned someone got into
their vehicle.
-MCSO received a re-
port at Hwy 74, Heppner
of disabled vehicle. Subject
was counting irrigation
equipment.
-MCSO received a re-
port at I 84 E/Paterson
Ferry Rd, Boardman that
a white semi is failing to
maintain lane. When RP
passed the semi the driver
was on his cell phone. Re-
ferred to other agency.
-MCSO received a
report at Paterson Ferry
Rd/Riverview Ln, Irrigon
that a fertilizer pump was
stolen sometime over the
weekend. RP states that
the pump actually belongs
to Simplot Soil Builders.
RP was told that Simplot
would probably have to
report it stolen.
-MCSO received a re-
port at Irrigon Shell Station
on E Hwy 730, Irrigon that
there were two Penske
trucks at the Shell station
that were going 55 mph.
Deputy made contact with
the truck drivers.

port at SE Utah Ave/SE
Tenth St, Irrigon that a blue
Ford pickup flew through
the area. Unable to locate.

port at Frederickson Farms
on Paterson Ferry Rd, Irri-
gon that out at the circles a
fertilizer pump was stolen.

report on SE Utah Ave,
Irrigon multiple vehicles
are parked too close to
the intersection and out of
approved parking areas.

received a report that James
Boyd Brown was arrested
by SPD on MCSO war-
rant. Lodged at UCJ, bail
$100,000.

port at Boardman Rest
Area Eastbound on I 84,
Boardman that a 66 yr. old
male subject fell down and
hit his head on the ground
Semi parked in the car
section wrong direction.
Transported to GSH.

port at Boardman Rest Area
EB on I 84, Boardman that
a vehicle and fifth wheel are
parked, related to previous
EMS call. Son will be com-
ing to pick up vehicles for
his dad.

port at E Hwy 730/SE Sev-
enth St, Irrigon that there
is a gray vehicle parked
across from the skate park
that has its windows down
and looks like it is part
way in the road. Unable to
locate.
-MCSO received a
report on SE Utah Ave,
Irrigon that RP called and
advised it has been four
days since he has seen a
deputy come down by his
house. Subject wants to
have patrol today.

report on SE Utah Ave,
Irrigon that a vehicle was
parked illegally. Vehicle is
a 4-door gray or gold Hon-
da. Unable to locate.
-MCSO received a re-
port at Heppner Shell Sta-
tion on N Main St, Heppner
that a male subject has been
around the store since 0630
and is intoxicated. They
will not sell him alcohol
so he is trying to get other
people to buy it for him.
-MCSO received a re-
port on SE Utah Ave, Irri-
gon of loud music coming
from a vehicle in the area of
Division. Unable to locate.
-MCSO received a re-
port at Baseline Ln, Cuts-
forth Rd, Heppner that RP
was almost in a collision
with a truck and trailer
hauling gravel that failed
to yield.
-MCSO received a re-
port on Usage Ln, Irrigon
that her neighbor’s control
burn is out of control and
heading towards a metal
outbuilding. RP also re-
ports that the neighbor isn’t
around at all.
-MCSO received a re-
port at Knapp St/SE Di-
vision St, Irrigon of noise
coming from vehicles and
that a vehicle flew past his
residence.
-MCSO received a
report that Robert Lynn
Sargent was arrested by
MCSO for fail to register
as a sex offender and P&P
detainer. Lodged at UCJ
with no bail.

Ln, Heppner that neigh-
bor ’s dogs have been
barking and howling since
about 1 p.m.

that an elderly female in a
PT Cruiser went the wrong
way, ran over a sign, has
two flat tires and continued
onto the freeway. OSP took
the case, MCSO assisted.

that a gray Chevy pickup,
possible elderly female
driver is swerving all over
the road and fluctuating
speeds. Unable to locate.

bathroom is now wanting
to come out.

Cherokee is cruising the

Dr. E, Boardman of a do-
mestic disturbance between
two guests, they are sepa-
rated now.

Lexington of a suspicious
vehicle by the access road
to the wind farms.
-MCSO received a re-
port at Pioneer Memorial
Hospital, NE Pioneer Dr,
Heppner of a male hanging
around outside PMH, call-
ing inside and asking for
female workers to come
meet him outside.
Willow Creek Valley Economic Development Group releases grant guidelines
The Willow Creek Valley Economic
Development Group has released its Incentive Grant
Program guidelines which are effective October 1. The
Willow Creek Valley Economic Development Group
(WCVEDG) supports existing business expansion and
promotes new business relocation to South Morrow
County communities. The Business Incentive Grant
program is designed to stimulate private investment,
expand the tax base and provide job opportunities and
encourage business owners to expand, re-locate and
invest in the appearance of their property.
The Business Incentive Grant Program has been
developed to enhance the general business environment,
attract further retail/commercial investment in South
Morrow County communities to improve, increase
and expand their business opportunities. Funds, when
available, will be awarded on a first come, first serve
basis.
WCVEDG expects several funding sources may
be utilized for this program, depending on the demand
of the program.
The Business Incentive Grant Program may
contribute up to a maximum of $25,000 or 50% of the
project, whichever is less (subject to available funding).
Increment requests will be allowed with maximum
funding to business of $25,000; e.g. multiple projects
over time.
It is the intent of WCVEDG that the funding
process should move quickly and without undue
restriction on how the business owner proceeds with
expansion and/or relocation within our service area.
Invoices, receipts and/or contracts will be required for
payment or reimbursement. All Grant fund requirements
may change with a 30 day notice.
The focus of the Business Incentive Grant
Program will be to support existing business expansion
and promote new business relocation to our community,
thereby supporting job creation and future growth in our
communities.
To be eligible for assistance under this program, the
business must be located within our service area.
Examples of Eligible Businesses, included are not
limited to:
• Retail/service storefronts
• Tourism projects which attract tourism
expenditures from outside the region
• Restaurants
• Relocation of home-based businesses to a
storefront location
• Lodging
• Buildings having a significant impact on the
retail community
Examples of eligible improvements and use of
proceeds include:
• Exterior Storefront Façade Improvements*
• Landscape/Parking Improvements*
• Signage
• Interior
Leasehold
and/or
Building
Improvements
• Business Equipment/Fixture Purchases (Capital
Improvements)
Businesses should review the City Development
Codes for guidance on appropriate construction and
improvements.
Ineligible Use of Proceeds: include:
• Mileage Reimbursement
• Vehicle Purchase
• Debt Refinance
• Equipment/Storage Space Rental
• Reimbursement for Business Owner’s Labor
• Any expenses deemed to be inconsistent with
Program Guidelines
All business expansion/relocation projects must
be completed with 365 days of the date the grant is
awarded.
The application process includes:
1. Read the program guidelines
2. Prepare the attached application and obtain
applicable signatures
3. Submit completed application by email at

4. A WCVEDG representative will review the
application and discuss all details with business
owner within 10 working days of receipt
5. WCVEDG Board will review and inform
applicant of the decision within 30 business
days
6. Disbursement process as per WCVEDG policy
7. At any point in the review process, the
application may be denied or sent back for
further information
After inspection/verification process is complete
and grant funds awarded, WCVEDG will disburse
funds as per the terms and conditions of the grant award
notification. 50% of the grant award funding will be
paid at time of award, after signature by business and
WCVEDG representative of a prepared contract and
a copy of an insurance policy, indicating coverage of
business property. The remaining 50% of the total
award will be paid out after completion of the project,
and a completed “final report” which must include
detailed invoices, receipts.
WCVED advises recipients to allow 10 working
days from the time invoices are submitted for grant
disbursement checks to be issued.
WCVEDG approves $181,650 in grants for local businesses in 2019-20
The Willow Creek Valley Economic Development
Group, WCVEDG, approved cash grants to help local
business for the amount of $181,650 so far in 2019-20.
The grants ranged from just over $5,000 up to a
maximum of $25,000 and were used for a variety
of purposes to help strengthen businesses in south
Morrow County.
WCVEDG receives the money for the grants
from the Columbia River Enterprise Zone which in turns
obtains the money as payments in lieu of taxes from
businesses who have located in the zone at the Port of
Morrow in north county near Boardman.
