Debit card returned. -MCSO received a re- port on Miller Rd, Board- man that their neighbor’s trees broke the fence and their goats are loose on their property. -MCSO received a re- Rea resigns as MCHD board director Leann Rea, long-time Morrow County Health District Board member, Heppner, attended her last meeting as director at the MCHD Board meet- ing Monday night. Rea resigned as she is mov- ing out of the district. The board had received three applications for the position and selected Andrea Fletch- er of Heppner as Rea’s replacement. Board mem- bers noted that any one of the three applicants would serve the district well. An election is still required for the position. Also at the meeting, MCHD Director of Nursing Jamie Houck reported that some of the COVID-19 visitor restrictions have been lifted at Pioneer Me- morial Hospital in Heppner. She also reported that the district has hired two RNs, Paul Monagle, and Sacha Pogue, both of whom will start their employment this week. She said that Heidi Wimer, R.N. is planning on moving to The Dalles, but will stay on at PMH as a per diem nurse. George Dunkel with Special Districts Associa- tion of Oregon communi- cated with the board via a video call during the meet- ing and reported that his agency has 16 valid candi- dates for the district’s CEO position. The district had planned to bring up to five candidates to Heppner for on-site interviews, but be- cause of COVID concerns, instead plans to set up initial interviews via phone. Dun- kel recommended the board then narrow the choices down to five and provide a set of questions for those candidates by the August 24 executive session. Dunkel suggested that the board then narrow the candidates down to two or three, who will be invited, along with their spouses, to visit the district. Current CEO Bob Houser plans to retire some- time before the end of the year. In other business, the board expressed concerns about the “decline of patient visits” at Pioneer Memorial Clinic in Heppner, com- pared to the Irrigon Clinic. At the meeting, Houser reported: -Mindy Smith, R.N. has accepted the position of assistant nurse manager and discharge planner and plans to begin August 1. The dis- trict has also interviewed a candidate for the IT director position, has extended an offer to him and is awaiting his reply. -RNs for Pioneer Me- morial, an IT director, CEO, COO and an assistant hu- man resources position are still being sought. -Radiology manager Jimmy Wimer has resigned and is taking a position at The Dalles, so the district is recruiting for that position. -Primm Surveying has completed the onsite survey of the PMH campus and will begin working on the topography mapping. Once completed, Houser said that the map will be sent to architects Clark/Kjos to be kept with other designs when the discussion on the project is resumed. -Kuhn Law is working to ensure the land transac- tion with CAPECO is being completed. -Physical Therapy/ Rocky Mt. Physical Thera- py is still negotiating on the former Community Bank building on Main Street in Heppner. Houser said that would allow them to move the PT into that space on Main St. and move admin- istration to their current building. Chief Financial Offi- cer Nicole Mahoney re- ported the following prof- it loss statement through June: gross patient reve- nue-$1,173,549; $24,018 in revenue deductions; $1,373,388 in total operat- ing revenue; $1,258,726 in total operating expenses; $51,375 in a non-operating gain for a $166,037 gain for the month and a $58,734 average monthly year-to- date gain. PMH has released the following information for June: 11 Acute in-patient admissions; one death; four swing bed skilled admis- sions; 12 admissions for observation, one hospital respite admission; 669 total out-patients, 81 emergency room encounters; 2,096 lab tests; 121 x-ray/ultrasound tests; 44 CT scans; four MRI scans, 23 EKG tests, one lower endoscopy pro- cedure, one upper endos- copy procedure, 26 respi- ratory therapy procedures. Home health had 179 visits; Hospice had two ad- missions and three deaths; Pharmacy had 3,206 drug doses for $68,035 in rev- enue. Pioneer Memorial Clin- ic had 336 patient visits for June with two new patients, 23 seen by a nurse and 13 no-shows; Irrigon Medical Clinic had 392 patient visits with 55 new patients, 206 seen by a nurse and 46 no- shows; Ione Community Clinic had 38 patient visits, one new patient, 11 seen by a nurse and two no-shows. The ambulance report for the 2019-20 fiscal year end is as follows: Hep- pner-351 page-outs with 270 transports; Board- man-517 page-outs with 258 transports; Irrigon-384 page-outs with 203 trans- ports; Ione 22 page-outs with three transports for a total of 1,274 page outs, 734 transports and 66 life flights. The June ambulance report follows: Heppner-26 transports for $38,484 in revenue; Boardman-21 for $39,968; Irrigon-20 for $31,660; Ione-1 for $4,604. The board held an exec- utive session following the regular meeting. The next meeting will be held August 13 at the Pioneer Memorial Clinic conference room beginning with a provider dinner at 6 p.m., with the board meet- ing to follow at 6:30 p.m. ODF increases forest restrictions Oregon Department of Forestry’s (ODF) Central Oregon District increased restrictions for forest op- erations and the public beginning July 27, 2020. These restrictions are in- tended to reduce the risk of fire ignition on lands within the Central Oregon District in Lake, Harney, Deschutes, Crook, Wasco, Hood River, Grant, Wheel- er, Gilliam, Jefferson, Mor- row and Umatilla counties. Minimal precipitation com- bined with increasing hot temperatures has continued to dry wildland vegetation and fuels, increasing the po- tential for rapid fire spread. The Regulated-Use Closure, affecting recre- ational and non-industrial landowner activities, re- stricts many high-risk ac- tivities between the hours of 10 a.m. and 8 p.m., prohibits activities such as blasting, in addition to restricting other activities. Anyone traveling on forest- ed roads is required to have one shovel and one gallon of water (or a 2 ½ pound fire extinguisher). Industrial forest op- erations in the John Day and Prineville Units of the Central Oregon District will have “Additional Fire Prevention Requirements” in place to reduce the risk of fire ignition. Mechanized harvesters with rotary saws, chainsaws, tracked felling and skidding equipment, slash buster/mastication equipment, and cable yard- ing systems will be restrict- ed during the hours of 1 p.m. and 8 p.m. Watchman service is required for all industrial operations.
