RP advised that subject is

with a tractor. Civil prob-

that a vehicle is in the me-
dian. Driver out walking
around. MCSO responded.

that a semi is blocking the
entire on ramp.

citation for following too

The Port of Morrow, Or-
egon (the “Port”) hereby
gives notice pursuant to
ORS 777.565(1) that the
Board of Commissioners
of the Port will consider a
Resolution (the “Resolu-
tion”) at a special meeting
to be held at 10:00 a.m. on
Wednesday, June 3, 2020

HEARING
NOTICE of Budget Com-
mittee meeting: A public
meeting and Hearing of
the Budget Committee of
the Heppner Rural Fire
Protection District, Mor-
row County, Oregon, will
be held on Thursday, June
04, 2020 at 7:00 pm at 911
Riverside Avenue, Hep-
pner, Oregon (HRFPD
Fire Hall). The purpose of
this meeting is to receive
the Budget Message, dis-
cuss the proposed budget,
deliberation of the Budget
Committee, and to hold
a Public Hearing on the
proposed Budget. Any
person may appear at the
meeting and discuss the
proposed programs with
the Budget Committee.

budget document may be

to close that gap,” he told
the commissioners.
Under Oregon law if
the new zone Boardman is
considering is only located
within its city limits, the
city can apply for and cre-
ate its own enterprise zone
with just the sponsorship
of the Port of Morrow. It
would not need the coun-
ty’s blessing. But the city
wants certain property in
its urban growth bound-
ary included because of
the prime industrial land
located there. Therefore,
it needs the approval of
the county. The county’s
delay on the request last
week is what prompted
Pettigrew’s announcement
that Boardman would go it
alone. The vote to table the
request was two to one with
Lindsay and Doherty voting
yes, and Don Russell voting
no. “The county and port
have been stuck on this for
eight weeks,” Russell said.
“Both sides are dug in. I
would hate to see that (ur-
ban grown property) with-
out an enterprise zone and
not be competitive with the
rest of the state,” he said.
“The purpose of the zone is
to encourage new business
investment, job creation,
higher incomes for local
sity of economic activity,”
the city wrote in its request
letter to the commissioners.
If Boardman moves
forward on its own without
the county, other prime in-
dustrial land within the Port
of Morrow industrial park
could also be left without
an enterprise zone, leaving
the port at a competitive
disadvantage when negoti-
ating for new businesses to
locate there. To establish a
new enterprise zone on its
land outside the Boardman
city limits, under law the
port will also need approval
by the county commission.
The current enterprise
zone includes approximate-
ly 13 square miles of in-
dustrial land mostly in the
Port of Morrow. During
its past 10-year life it has
been successful in attract-
ing businesses, generating
over $20 million in revenue
in lieu of taxes. In the com-
ing 15 years it is expected,
with current contracts in
place, to take in over $165
million, much of this com-
ing from the Amazon data
centers being constructed
there. Regardless of the cur-
rent negotiations and zone
applications, the current
enterprise board will still
convene in coming years
and decide how the money
is going to be spent.
