(Owner) invites Bids for
the Lexington Sand Shed
- 2020 project located at
365 West Highway 74,
Lexington, Oregon 97839.
The Work includes con-
structing a 100-foot by
300-foot steel building,
furnished by the Own-
er, on an existing new
foundation. The building
will have one 30-foot by
20-foot framed overhead
door opening, one 20-foot
by 20-foot framed over-
head door opening, and
two 3-foot exterior entry
doors to be field-located.
The Work also includes
constructing a 100-foot
interior partition wall on
existing new foundation,
framing two entry door
openings with Contrac-
tor-furnished
material,
constructing four 10-foot
by 10-foot reinforced
concrete landings, and
furnishing and installing
a steel stairwell along the
interior partition wall.
Sealed Bids for the de-
scribed Project will be re-
ceived by Matt Scrivner,
Public Works Director, or
his authorized represen-
tative, at Morrow County
Public Works, P.O. Box
428/365 West Highway
74, Lexington, Oregon
97839, until 2:00 p.m. lo-
cal time, May 20, 2020,
at which time the Bids
received will be publicly
opened and read.
The Contract is subject
to the applicable provi-
sions of Oregon Revised
Statutes (ORS) 279C.800
through ORS 279C.870,
the Oregon Prevailing
Wage Law.
The Project is being fund-
ed by the Owner.
The project shall be com-
pleted by July 31, 2020.
The Owner anticipates
making the Contract
award on or before May
27, 2020, upon reviewing
the Bids.
The Contractor and sub-
contractors shall be li-
censed, bonded, and in-
sured for doing business in
the State of Oregon. The
Project will not require
execution of Performance
and Payment Bonds spe-
cific to the Project.
A Bid Form is included
with the Request for Bids
documents for the Bid-
der's use in preparing and
submitting their Bid. This
is the only Bid Form that
will be accepted by the
Owner for the Project.
The Bidder shall submit,
with its Bid, the Bidder's
Certification Statements
as Required by Certain
Oregon Revised Statutes
(ORS) form. This form is
included with the Request
for Bids documents.

CAPECO – Is Here to Help
CAPECO is still working to help those in
our community with their energy bills. We
are working from our home offices to assist
you. We can still process your energy
application through the mail, email, fax and
phone.
CAPECO strives to deflect some of your
energy costs for income eligible residents
of Umatilla, Morrow, Gilliam, and Wheel-
er counties by delivering the Low-Income
Home Energy Assistance Program (LI-
HEAP) and the Oregon Energy Assistance
Program (OEAP). Income eligible house-
holds may receive a one-time payment,
which is paid to the utility vendor. Eligibility
is based on the household total gross in-
come for the last 30 days. For example, a
household of four with income at or below
$4,163.92 will qualify for assistance.
The stimulus payments from the CARES
Act, which can be up to $1,200 per per-
son or $500 per child, are not counted as
income.
The LIHEAP/OEAP program is open to
the general public. Anyone wishing to

Hermiston office.
